Description
THIS IS A REQUEST FOR INFORMATION (RFI) This request is for planning purposes only and does not constitute an Invitation for Bids, a Request for Proposals, a Solicitation, a Request for Quotes, or an indication the Government will contract for the items contained in the RFI. The Government will not reimburse respondents for any cost(s) associated with submission of the information being requested. The purpose of this RFI is to receive feedback from industry in regard to the following effort in support of market research. Information is also being requested to assess if more than one supplier has the capability to meet the Government's need and to research socioeconomic industry status. The Program Executive Officer Land Systems (PEO LS) United States Marine Corps (USMC), is seeking to identify possible interested vendors that can provide Contractor Logistics Support (CLS) services required to support PEO LS / Program Manager Light Tactical Vehicles (LTV) for the Internally Transportable Vehicle (ITV) Program. The Internally Transportable Vehicle (ITV) Family of Vehicles (FOV) consists of two vehicle variants, the ITV Light Strike Variant (LSV) and the ITV Prime Mover (PM); and one trailer, the ITV Ammunition Trailer (AT). The vehicle was designed as a highly mobile weapons capable platform and provides ground units equal or greater mobility than the maneuver elements support. The ITV PM has two configurations: Prime Mover-Weapon (PMW) configured to pull the 120MM Rifle Towed Mortar (RTM) and Prime Mover Trailer (PMT) configured to pull the ITV AT. The ITV FOV is designed to be internally transportable within the MV-22 tilt-rotor aircraft, MH-47, and CH53E rotary wing aircraft. CLS will include Field Service Representatives, Packaging, Handling, Storage and Parts Management of Government-Furnished Equipment (GFE) / Government-Furnished Material (GFM), Transportation, Operator and Maintainer Training Support, Fielding Support to include staging, kitting, and shipping of fielding assets, Technical Manual Documentation Support, and at a minimum one Field Service Representative (FSR) at each of the Marine Expeditionary Forces (MEFs). The primary work locations for the FSRs are CONUS: Camp Pendleton, California; Camp Lejeune, North Carolina; and OCONUS: Okinawa, Japan. Vehicle and trailer maintenance follows the Marine Corps' two levels of maintenance (LOM): field and depot. The Contractor shall assist the Government in conducting analyses as directed for the validation of defective parts; estimating repair costs, evaluation of vehicles and trailers for overhaul or refurbishment. The Contractor shall provide a CONUS-based facility for storage of Basic Issue Items (BII), Additional Authorized List (AAL) items, Special Tool Sets, and other GFE/GFM. The Contractor shall provide a CONUS-based facility appropriate for acceptance and staging of GFE/GFM to include but not limited to vehicles, trailers and their BII and AAL items, special tools, and vehicle GFE/GFM. The facility will be used for receiving, storing, staging, preparing, inventory control, kitting, packaging for shipment, and associated materials. The Government provided equipment and material shall be used by the Contractor to create fielding packages. The Contractor shall be responsible for the storage, inventory, assembly, packaging, and shipping of assets to be fielded to Marine Corps organizations. A climate-controlled facility is not required; however, the facility must be capable of providing physical security of all GFE/GFM, with a minimum space requirement of 20,000 square feet. All personnel supporting this effort shall be in compliance with Department of Defense, Department of the Navy, and Marine Corps Information and Personnel Security Policy to include completed background investigations (as required) prior to start. Contractor employees shall be capable of obtaining CACs as necessary with assistance from the government. You are requested to include information such as: Company name, address, email, telephone number, points of contact, Commercial and Government Entity (CAGE) Code, size of business pursuant to North American Industrial Classification System (NAICS) code 541614 (Process, Physical Distribution, and Logistics Consulting Services). You are requested to respond to the following questions: (1) Is your business a large or small business, (2) If small, does your firm qualify as a small, emergent business, or a small, disadvantaged business, (3) If disadvantaged, specify under which disadvantaged group and whether your firm is certified under Section 8(a) of the Small Business Act, (4) Is your firm a certified HUBZone firm, (5) Is your firm a woman-owned or operated business, (6) Is your firm a certified Service-Disabled Veteran-Owned Business, and (7) What your company's core competencies are. To the maximum extent possible, please submit non-proprietary information. All information received in this RFI that is marked Proprietary will be handled accordingly. Responses to the RFI will not be returned nor will receipt be confirmed. In accordance with FAR 15.201(e), responses to this RFI are not offers and will not be accepted by the Government to form a binding contract. Contractors who believe that they possess the expertise, proven capability and experience to fulfill the preceding requirements are invited to submit technical and management capabilities addressing the requirements in writing. Do not include, attach, or send brochures in addition to your response. Please send responses via e-mail to Andrew Fonda at andrew.fonda@usmc.mil by 2 PM EDT, November 20, 2014. Please reference the title of the program in the subject line. Limit your response to no more than five pages. The submission shall be clearly readable, and legible.
