PDF Version of RFI TOTAL FORCE INFORMATION TECHNOLOGY SYSTEMS (TFITS) MANPOWER SYSTEMS SUPPORT (TMSS) Request for Information (RFI) for Planning Purposes Only 1. This RFI initiates market research under Federal Acquisition Regulation (FAR) Part 10.002(b)(2)(iii) for the total Force Information Technology Systems Manpower Systems Support. The Government does not intend to award a contract on the basis of this RFI or to otherwise pay for the information requested except as an allowable cost under other contracts as provided in FAR 31.205-18, Bid and proposal costs. Although the term "offeror" is used in this RFI, your response will be treated as information only. This RFI is solely for gathering information and is not a Request for Quotation or a Request for Proposal (RFQ/RFP). No solicitation exists at this time. Issuance of this notice does not constitute any obligation on the part of the Government to procure these items or to issue a solicitation. Responses to this notice cannot be accepted as offers. No entitlement to payment of direct or indirect costs or charges by the Government arises as a result of submitting responses to this RFI or the Government's use of submitted information. Vendors should clearly identify any proprietary information contained within the response, and the Government will not return responses to this RFI. 2. Marine Corps Systems Command (MCSC), Program Manager Information Systems and Infrastructure, Product Manager Total Force Information Technology Systems (TFITS), in Quantico, Virginia, seeks information regarding the availability of qualified businesses capable of providing services outlined in the below scope and statement of need for a period of performance totaling twelve months. 3. Scope: The scope of activity encompasses the following five currently fielded systems: 1. Requirements, Transition, and Manpower Management System (RTAMMS) 2. Secure Personnel Accountability (SPA) 3. Web-Enabled Manpower Assignment Support System (WEBMASS) 4. Models 5. Manpower Mobilization Assignment System (MMAS) 4. Statement of Need: The capabilities required, at a minimum, to support the systems listed in paragraph 3 are as follows: • Rapid ramp-up of support, provided system documentation and associated artifacts for the supported systems • Post-deployment software support, to include help desk and information assurance activities for systems with several hundred geographically dispersed users • Software development for system enhancements, additional functionality, or necessary changes precipitated by information assurance policy and guidance • Expertise with.NET, C++, Java, and Fortran in Windows Server and Linux environments • Expertise with both web-based and client-server application architectures • Expertise with remote support delivery Respondents should include objective data supporting their ability to meet these requirements (e.g., factual data, capability statements, corporate literature, or any other information illustrating skills and experience). 5. Respondents to this RFI should also: 1. Indicate whether they are an awardee of a SeaPort-e contract supporting the scope of this requirement, and if so, identify the contract number; and 2. Provide business size and socio-economic status; a. Indicate whether your business is large or small; b. If small, indicate if your firm qualifies as a small, emerging business, or small disadvantaged business; c. If disadvantaged, specify under which disadvantaged group and if your firm is certified under Section 8(a) of the Small Business Act; d. Indicate if your firm is a certified Service-Disabled Veteran Owned Small Business (SDVOSB) or Veteran Owned Small Business (VOSB); e. Include both the CAGE Code and DUNS Number of your firm; f. Include point of contact information for your firm; and g. State whether your firm is registered with the System for Award Management (SAM) at http://www.sam.gov, if applicable. Any responses to this RFI are due by 1430 local time, Quantico VA, on 14 Nov 2014. Responses to this RFI must be submitted in writing to Mr. Christopher Chambers at mcsc_isi@usmc.mil. Please place "Attention: Response to RFI for TMSS" in the subject line of your email.
