- N00164-15-R-WM63 - SOLE SOURCE - COUNTERMEASURES SUPPORT EFFFORT - FSC 5865 - NAICS 334511 Anticipated Issue Date 07 JAN 2015 - Anticipated Closing Date 7 APR 2015 - Time 2:00 PM EDT Naval Surface Warfare Center (NSWC) Crane Division plans to enter into a Firm Fixed Price (FFP) Basic Ordering Agreement (BOA) with BAE Systems Australia, 677 Victoria Street, Abbotsford Victoria Australia 3067. This 5 year Basic Ordering Agreement (BOA) will have a ceiling of $9.167 million. This BOA may include Job Orders in accordance with the Statement of Work for the following: research and development, engineering and logistics support services, test and evaluation, maintenance and repair, purchase of test equipment, purchase of parts and spare parts, ordnance alterations, safety and security services, software and data. The orders issued will be for the support and advancement of the Nulka Electronic Decoy Cartridges (EDC) and launched assets. This requirement will be negotiated on a sole-source basis in accordance with the statutory authority 10 U.S.C. 2304(c)(1) as implemented by FAR 6.302-1. The basis for the sole source is the proprietary nature of the technical data for the systems and the substantial duplication of costs and time that would be required to reverse engineer the system. No solicitation will be available at FedBizOpps and no hard copies of the solicitation will be mailed. Responsible sources may submit a capability statement, proposal, or quotation which shall be considered by the agency. It is the responsibility of the offeror to submit offers to the Point of Contact (POC) at NSWC Crane.
