- The U.S. Army Contracting Command - New Jersey (ACC-NJ), Picatinny Arsenal, NJ 07806-5000, on behalf of the Department of Defense (DoD) Information Analysis Center's (IAC) Program Management Office (PMO), intends to enter into a Section 845 Prototype Other Transaction Agreement (OTA) with the National Security Technology Accelerator (NSTXL) Consortium for a period of three (3) years, for the purpose of executing a coordinated research and development program designed to re-use energy-related prototype technologies and scientific and technical information (STI) that are directly relevant to weapons or weapons systems. Only one such Consortium, the NSTXL, encompasses the expertise, knowledge, technologies, and innovation to meet the program objectives and goals of the coordinated research and development program designed to re-use energy-related prototype technologies and scientific and technical information (STI) that are directly relevant to weapons or weapons systems, and foster Technology Domain Awareness (TDA). The NSTXL has extensive knowledge of, and experience working with, innovative energy-related technologies, having acted as a facilitator or enabler to prospect, vet and transition commercial, R&D laboratory and academia-based technologies and match them to specific DoD and national security community technical requirements. The NSTXL currently encompasses a large, diverse membership base which consists of industry, utility, investment, non-governmental organization (NGO), and academic members to work as counterpart to the participating DoD military installations and operational commands worldwide. Members will function as connectors between DoD energy challenges and the broad technology marketplace in order to maximize opportunities for technology re-use. Under this Agreement, once a Government requirement is identified, the Government will issue a Request for White Papers (RWP) and orders will be competed only amongst NSTXL members. The NSTXL is an open consortium with a low barrier for membership. Any interested company, academic institution, or contractor can become a member and join the consortium, extending the breadth of knowledge and technical expertise available to the Government through its OTA for Re-Use of Energy-Related Scientific and Technology Information (STI) for DoD Prototypes to support the DoD Information Analysis Centers (IACs).
