Description
*The purpose of this amendment is to change the Solicitation posting date. The U.S. Environmental Protection Agency (EPA), Assessment and Standards Division (ASD), National Vehicle and Fuel Emissions Laboratory (NVFEL), Ann Arbor, Michigan, requires an on-vehicle activity measurement product, hereafter referred to as an on-vehicle activity measurement system and/or Portable Activity Measurement System (PAMS) with an option for additional units within a year. The acquisition of this Commercial item will be subject to small business set a-side and will be processed in accordance with FAR Parts 12 and 13. The North American Industry Classification System (NAICS) code is 334519 Other Measuring and Controlling Device Manufacturing with a size standard of 500 employees. EPA seeks to engage in widespread vehicle activity measurement to better understand how, where, and when vehicles are operated. EPA desires to measure vehicle activity to understand the vehicle technologies being built and its daily operations. EPA needs real-world activity data to create realistic inventories of mobile source emissions. This data includes creating modeling databases, increasing our understanding of the activity of on-highway and nonroad vehicles and assessing the effectiveness of new and existing regulations. Vehicle parameters that need to be collected, depending on the research test program, are as follows: vehicle engine on/off, date and time of vehicle activity, vehicle speed, vehicle direction (longitude, latitude, and altitude), engine rpm, vehicle distance traveled, accelerations, vehicle loads, decelerations, time and date stamps when the PAMS is connected and disconnected from vehicle, engine control module (ECM) signals, fuel economy, humidity, barometric pressure, and ambient temperature. EPA's minimum performance goal is that each of these parameters being measured shall be quantified at 1 Hz and EPA's minimum accuracy goal is +/-10% with 95% confidence on all measurements. These performance and accuracy goals will be compared to simultaneous certified laboratory results over the full range of steady-state and transient engine/vehicle operation. These performance goals shall also be met for real world on-vehicle operations. The specifications, which will be included in the solicitation, describes and sets forth the requested solution configurations for the Portable Activity Measuring System and other optional items. Award will be made on a Best Value Basis. All non-price evaluation criteria, when combined, are significantly more important than price. Anticipated non-price evaluation criteria include demonstrated ability of the proposed system to meet or exceed the SOW requirements; past performance record under comparable contracts; and relevant previous experience.
