- The purpose of this modification is to provide answers to following questions: 1. Is this a transport delivery to Dona Ana or Bobtails around the base? 2. What ar the tank sizes? 3. Are you requesting transport loads to fill up on large tank or do you want a small truck with a meter to fill up small tanks around post? Answers are as follows; the two large 20,000 tanks at Dona Ana will require a transport delivery. The other sits will require a tank truck. Both the transport and the tank truck will need to be metered so that they can produce a bill of delivery for each site. The attachments provided with the solicitation include latitude/longitude coordinates that will show the location of each site. In addition the attachments list the capacity of tanks, what each tank currenyly has and how much it needs. The attachments can be reached by clicking at the link labled quote mark Additional Documentation quote mark at the end of the solicitation description (located right above the Contracting Office information). Those documents should include all the necessary information. This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. W911SG-15-T-9030 Delivery of Propane Gas This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. The solicitation number is W911SG-15-T-9030 and is issued as a Request For Proposal (RFP). The Propane Gas must be provided by a single vendor. The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-59 dated 10 May 2012. This requirement is 100% set aside for small businesses. The North American Industry Classification System (NAICS) Code for this requirement is 325120, Industrial Gas Manufacturing with a corresponding Small Business Size standard of 1,000 employees. The Mission Installation Contracting Command Fort Bliss, TX 79916 intends to award a firm-fixed price type contract. **The requirement will be awarded on an all-or-none basis** Requirements are as follows: CLINDESCRIPTIONQUANTITYUNIT PRICETOTAL PRICE 0001Propane Gas (various locations)36,196Gallon OVERALL PRICE Delivery shall be F.O.B Destination to Fort Bliss, TX 79916 and is required to begin no later than 17 November 2014 and completed 22 November 2014. This requirement incorporates one or more clauses by reference, with the same force and effect as if they were given in full text. Upon request the Contracting Officer will make their full text available, IAW FAR 52.107(b). Failure to provide capabilities statement will cause an offerors proposal to be deemed nonresponsive. All questions are due no later than 07 November 2014, 8:00 a.m. MST. Proposals are due by 12 November 2014, 01:00 p.m. MST and must be emailed to israel.gutierrez1.civ@mail.mil. ***Offers will be evaluated in accordance with 52.212-2 Evaluation - - Commercial Items (a) The Government will award one contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation is determined to be the lowest price technically acceptable (LPTA) proposal with acceptable past performance. The following factors shall be used to evaluate offers: (1) Technical capability of the items to meet the Government requirement; (2) Price; (3) Past Performance. A written notice of award or acceptance of an offer mailed or otherwise furnished to the successful offeror within the time for acceptance specified in the offer, shall result in a binding contract without further action by either party. Before the offer's specified expiration time, the Government may accept an offer (or part of an offer), whether or not there are negotiations after its receipt, unless a written notice of withdrawal is received before award.
