- Attachment A: National Item Identification Numbers (NIIN) Response to Request for Information (RFI) REQUEST FOR INFORMATION (RFI): This RFI is issued as market research, solely for informational and planning purposes. It does not constitute a solicitation (Request for Proposal or Request for Quotation) or promise to issue a solicitation in the future. The information provided in response to this RFI is for discussion purposes and any potential strategy that may be developed from these discussions would be the subject of a separate, future announcement. DISCLAIMERS: This office does not intend to award a contract on the basis of this RFI. As stated in Federal Acquisition Regulation (FAR) 15.201(e), responses to this notice are not offers, and shall not be accepted by the Government to form a binding contract. As stated at FAR 52.215-3, "Request for Information or Solicitation for Planning Purposes"; the Government does not intend to award a contract on the basis of this RFI or to otherwise pay for the information solicited except possibly as an allowable cost under other contracts as provided in FAR 31.205-18, "Independent Research and Development and Bid an Proposal Costs." The information received in response to this RFI may be utilized by the United States Air Force (USAF) in developing an acquisition strategy and requirements documents (i.e.; Statement of Objectives, Performance Work Statement, or Purchase Description). The USAF requires that only non-proprietary information be submitted in response to this RFI. The USAF shall not be liable for or suffer any consequential damages for the use of any proprietary information submitted. PURPOSE: The Enterprise Tinker Commodity Council (ETCC) is a multi-functional team chartered to create innovative sourcing strategies to drive efficiencies and performance improvements to the USAF supply chain. ETCC is directly responsible for developing logistics support strategies for USAF managed aircraft accessories, instruments, and engine components at an AF enterprise-wide approach. This RFI is intended to obtain industry input on a range of possible supply chain support approaches (single transactional contract, Performance Based Logistics (PBL), or Third Party Logistic (3PL contract) for the items and tasks identified in Attachment A: National Item Identification Numbers (NIIN). The NIINs identified in Attachment A are managed at Hill, Robins, and Tinker AFBs. These items will be purchased as new replenishment spares, repair services or both. This is an initial list of items being considered for inclusion on a strategic contract to aid in planning, however this list may be modified. Based on responses to this RFI, it is anticipated that, at some future date, a solicitation or series of solicitations will be issued to pursue opportunities for contract award. A pre-solicitation notice will be published in FedBizOpps prior to the release of any solicitation generated from the information gathered in response to this RFI. Not responding to this RFI will not preclude participation in any future solicitation. SMALL BUSINESS PARTICIPATION: The Government is interested in all businesses to include, Small Businesses, Small Disadvantage Business, 8(a)s, Service-Disabled Veteran-Owned, Small Businesses, Hubzone Businesses, and Women-Owned Small Businesses. The Government requests that interested parties respond to this notice as a prime or subcontractor as applicable and identify your small business status to include NAICS code. This notice applies specifically to the workloads falling under the provided NAICS codes listed or information otherwise posted within this RFI. SUBMISSION OF INFORMATION: Responses to this RFI must be made on the attached response document, (see Attachment B). Responses to this RFI shall be unclassified. Please provide responses to the following: 1) Describe potential initiatives to improve supply chain performance of the items listed in Attachment A. Describe the logistical elements that could be affected. Logistics elements include but are not limited to: Materiel Management, Distribution, Maintenance, Obsolescence Management, Technology Refreshment, Repair Parts Management, Failure Reporting and Analysis, and Reliability Growth. 2) Responders should provide examples of past experience and demonstration of their past PBL, 3PL, and Supply Chain accomplishments. 3) If your firm has performed under a PBL or 3PL contract for any agency of the Department of Defense (DoD), provide best practices, to include lessons learned, as well as the DoD agency, contract number and contact information. 4) Describe any potential constraints or boundaries that you anticipate regarding responsibilities if you were managing a DoD PBL or 3PL contract. Request response to this RFI on or before 8 December 2014, 3:00 PM, Central Standard Time (CST).
