ORS-5 Launch Services Evaluation Criteria ORS-5 Launch Services Instructions to Offerors DD-254 ORS-5 Launch Services Small Business Plan ORS-5 Launch Services Price Adjustment for GFP ORS-5 Launch Services Milestones ORS-5 Launch Services TRD ORS-5 Launch Services PWS Exhibit A- CDRLs Draft RFP-- ORS-5 Launch Services This pre-solicitation notice is to provide a DRAFT Request for Proposal (RFP) for the Operationally Responsive Space (ORS) - 5 Launch Services. The Space and Missile Systems Center (SMC) Operationally Responsive Space Office (ORSO) intends to release a solicitation for a competitive Firm-Fixed Price (FFP) contract to obtain Launch Services for the ORS-5 mission. The required Launch Services are described in the draft RFP. In accordance with FAR Part 15.201, Exchanges with Industry before Receipt of Proposals, the Space and Missile Systems Center (SMC) Operationally Responsive Space Office (ORSO) is pleased to provide copies of the draft RFP for the ORS-5 Launch Services program. This draft RFP is provided to assist prospective offerors in the planning and development of proposals for future submission pending release of the final version. The information in this draft pre-solicitation is subject to change prior to release of the final RFP. The final RFP is scheduled to be released in early 2015. The North American Industry Classification System Code is 336414. It is the responsibility of the prospective contractors to be familiar with the applicable clauses and provisions. ORSO is encouraging industry input, comments, and questions from all interested companies. The purpose of exchanging information is to identify and resolve concerns regarding the acquisition and to improve the understanding of Government requirements and industry capabilities, thereby allowing potential offerors to judge whether or how they can satisfy the Government's requirements, and enhancing the Government's ability to obtain quality supplies and services at reasonable prices, and increase efficiency in proposal preparation, proposal evaluation, negotiation, and contract award. ORSO is very interested in industry comments in a few key areas listed below: 1) With what confidence can the stated orbit inclination be achieved? 2) Can the acceptable error tolerance (up to 2 degrees) be tightened without significant impact to your planned technical solution? If so, what alternate error tolerance can you withstand? 3) What is your perspective on the Launch Delay section of the PWS? 4) What is your feasibility of meeting the $20M price for this Launch Service? 5) Do you understand the definition of a "new subsystem" as defined in the RFP? 6) General Comments/concerns on any programmatic or technical requirements as stated in the PWS and TRD, respectively. Please use the attached form to add your inputs, comments and questions regarding the draft RFP and send it to the following inbox: kim.sosinski@us.af.mil no later than 28 November 2014. The ORSO is planning an Industry Day on 20-21November 2014 to allow industry a chance to meet one-on-one with the Government team. The current plan for Industry Day is for the government to provide a quick overview briefing to all companies in the morning on 20 November and then hold breakout sessions in one hour blocks with each company in the afternoon and then again on 21 November, if necessary. More details on the Industry Day will follow. Please include in your request Company Name, Cage Code, and how many people will be attending. Vendors must be registered in the Central Contractor Register (CCR) prior to the award of any contract. You may register at www.ccr.gov. This pre-solicitation notice is for planning purposes only and does not commit the Government to any contractual agreement. The Government will not award a contract based upon vendor responses to this announcement. The Government does not assume any costs associated with obtaining the draft solicitation documents or industry responses to the draft solicitation documents.
