- ****Amendment 01 - See attached questions and answers**** This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. Combined Synopsis/Solicitation Walter Reed National Military Medical Center (WRNMMC) - 6 Month Printer Rental In accordance with FAR 12.603(c)(2), the following is included in this Combined Synopsis/Solicitation: The proposed contract action for WRNMMC Printer Rental will not be procured set aside for small business concerns. This requirement will utilize Defense Health Program, Operations and Maintenance funds when they become available. The funding type is suitable for this type of procurement. Therefore, this action is subject to the availability of funds in accordance with FAR clause 52.232-18, Availability of Funds (i) This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. (ii) The solicitation number is W912DY-G-15-C1334 and is issued as a request for quote (RFQ). (iii) The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular FAC 2005-66. (iv)The associated North American Industrial Classification System (NAICS) code for this procurement is 334118 Printers, Computer Manufacturing. (v) The proposed contract will include only Firm Fixed Price type Contract Line Item Numbers (CLINs) as identified below: Base: Firm Fixed Price CLIN 0001 for a 6 month Rental of the Printers (vi) The USACE Engineering and Support Center, Huntsville (CEHNC) requires a 6 month Printer Rental in accordance with the attached Statement of Work (SOW) quote mark WRNMMC Printer Rental. quote mark (vii) The delivery term is FOB Destination. Acceptance will be completed by the Government at the end of contract. (viii - xii) The selected Offeror must comply with the following commercial item terms and conditions, which are incorporated herein by reference: FAR 52.212-1, Instructions to Offerors - Commercial Items, applies to this acquisition; FAR 52.212-3, Offeror Representations and Certifications - Commercial Items - the selected offeror must submit a completed copy of the listed representations and certifications; FAR 52.212-4, Contract Terms and Conditions - Commercial Items; FAR 52.212-5, Contract Terms and Conditions Required To Implement Statutes or Executive Orders-Commercial Items, paragraph (a) and the following clauses in paragraph (b): 52.222-21, 52.222-26, 52.222-35, 52.222-36, 52.222-37, 52.225-13, 52.232-34. The entire quote should not exceed 15 pages. The following factors will be evaluated: This procurement is being conducted per AFARS 5139, Acquisition of Information Technology. The acquisition evaluation will be conducted utilizing the Lowest Price Technically Acceptable (LPTA) process. As defined in the Federal Acquisition Regulations (FAR), the LPTA process is appropriate when best value is expected to result from selection of the technically acceptable quote with the lowest evaluated price. All quote documents when printed shall fit on 8 x 11 inch paper to include spreadsheets (with appropriate page breaks). Double sided submittals count as two pages. All documents and spreadsheets shall include the Contractor Name, PWS/SOW Title, and Date. Ensure your quote is submitted in PDF format. Spreadsheets shall be submitted in Excel format. Please identify the primary and alternate points of contact (POCs) for this effort. Information shall include the POC name, office telephone numbers, mobile telephone numbers, and e-mail address. The quotes should indicate the total period of performance from 17 November 2014 through 17 May 2014. All equipment shall be delivered and installed by 17 November 2014. (xiii) 52.252-2 -- Clauses Incorporated by Reference: This contract incorporates one or more clauses by reference, with the same force and effect as if they were given in full text. Upon request, the Contracting Officer will make their full text available. Also, the full text of a clause may be accessed electronically at this address, http://farsite.hill.af.mil/vffara.htm. FAR 52.213-1 Fast Pay; FAR 52.213-2 Invoices; FAR 52.213-3 Notice to Supplier. (xiv) Defense Priorities and Allocations System (DPAS), is not applicable. (xv) Quotes are due 10 November 2014, 4:00pm Central Time and shall be submitted via email to Chase Bonds (Steven.C.Bonds@usace.army.mil). (xi) Questions regarding this combined synopsis/solicitation shall be submitted via email to Chase Bonds (Steven.C.Bonds@usace.army.mil). All questions must be submitted by 4:00 PM Central Time on 27 October 2014. Late questions will not be answered.
