- The Portland District U.S. Army Corps of Engineers is issuing an Invitation for Bid No. W9127N-15-B-0001 for West Coast Hopper Maintenance Dredging 2015. This dredging project includes maintenance dredging at Grays Harbor, the San Francisco Mainship Channel, Mouth of Columbia River, and selected Columbia River bars from River Mile 3+00 to 105+00. Additional locations may be included. Approximately 5,150,000 cubic yards shall be dredged as mandatory bid items, with additional optional items depending on project needs and funding availability. This solicitation is subject to the availability of funds. Placement of maintenance material will be located at designated in-water placement sites, including ocean and river disposal. Dredging will occur in Washington, California, and Oregon. Water Quality Monitoring will be required in conjunction with the current water quality certificates. The Contractor can start work as early as April 1, 2015, with an anticipated completion date of approximately October 15, 2015. The draft plans and specifications will be available for review on or about November 7, 2014. An additional review period of the plans and specifications will begin on or about November 20, 2014. A notice will be posted when files are available for download with information on bidder inquiries for public comment and review; the bidder inquiry key is: K38CKZ-RRZQ6W. Inquiries shall be submitted via ProjNet at https://www.projnet.org/projnet/. A pre-solicitation meeting will be conducted during the second phase of plans and specifications review. This meeting will be conducted on November 21, 2014 at 11:00 AM, PST. The call in number is 888-808-6929, Access Code 2643373; Pass Code: 1234. Bid opening is scheduled for January 28, 2015 at 2:00 p.m. PST. This procurement will be solicited under full and open competition. It is open to both small and large business concerns. A small business participation or subcontracting plan will apply to the resulting contract. The NAICS code is 237990 and the small business size standard for this procurement is a firm with average annual sales or receipts, including all affiliates, for the preceding three years not in excess of $27.5 million. The magnitude of construction for this solicitation is between $10,000,000 and $25,000,000. All dates and information in this notice are subject to change.
