Description
V-22 WIRING INTERMITTENT FAULT TESTER (WIFT) REQUEST FOR INFORMATION/SOURCES SOUGHT This is a REQUEST FOR INFORMATION/SOURCES SOUGHT ANNOUNCEMENT and is issued for INFORMATION AND PLANNING PURPOSES ONLY. This is not a SOLICITATION. This is NOT a request for proposal and is not to be construed as a commitment by the Government to evaluate or purchase any goods or services. The Government will not reimburse for information requested nor will it compensate any respondent for any cost incurred in developing information or materials furnished in response to this sources sought notice. Information received as a result of this notice will become part of our market research and used to determine interest and capability of potential sources. Proprietary information will be protected to the full extent provided by law. DESCRIPTION The Naval Air Warfare Center, Aircraft Division, Lakehurst New Jersey is seeking sources to fulfill a proposed acquisition requirement for a Wiring Intermittent Fault Tester (WIFT). The WIFT described in this document provides a means of detecting and locating intermittent faults in aircraft wiring harnesses installed on the V-22 aircraft. The WIFT tests the aircraft wiring harnesses using non-destructive methods. All of the proposed requirements for the WIFT configuration item, including performance requirements, physical characteristics, and performance test and evaluation requirements are included in the WIFT Performance Specification, which will be provided to QUALIFIED RESPONDENTS upon request. The WIFT Performance Specification is "controlled technical information," subject to restrictions on its access, use, reproduction, display, release, disclosure, or dissemination, in accordance with DoD Instruction (DoDI) 5230.24 - Distribution Statements on Technical Documents. The WIFT Performance Specification is governed by distribution statement "C" which limits its distribution to "U.S. Government agencies and their contractors." For the purposes of this designation, "contractor" means an individual or organization outside the U.S. Government who has accepted any type of agreement or order to provide research, supplies, or services to a U.S. Government. Therefore, in order to be considered a QUALIFIED RESPONDENT, interested parties (contractors) wishing to obtain a copy of the WIFT Performance Specification must substantiate that they are a "contractor" by providing evidence that they comply with the above definition. Such evidence shall be in the form of a copy of the cover page of any previous agreement or order (contract) with the U.S. Government. Inquiries that do not include this substantiation will not be considered. After reviewing the WIFT Performance Specification, each responder is requested to provide detailed answers the following questions and to provide the following information: 1) Does your company have an existing product, that is currently available to the marketplace, and that substantially meets the performance requirements detailed in the WIFT Performance Specification? 1A) If the answer to (1) is yes, then provide narrative information, photos, drawings, illustrations, brochures, user / product manual, videos, WEB or other references that describe the product and the enabling technologies utilized in the product design. 1B) If the answer to (1) is no, then does your company have an existing product, or a product that is currently under development, or is your company doing research and development for a set of enabling technologies, that with continued development could be designed into a product that could substantially meet the performance requirements detailed in the WIFT Performance Specification and that could be made available to the marketplace within 24 months? 1C) If the answer to (1B) is yes, then provide narrative information, photos, drawings, illustrations, brochures, user / product manual, videos, WEB or other references that describe the product and / or the enabling technologies planned or utilized in the development of the future finished product design. 2) Provide specific recommendations to the government to improve the WIFT Performance Specification. 3) Forward specific questions to the government to clarify any aspect of the WIFT Performance Specification. This RFI-Sources Sought does not constitute a commitment by the government to actually procure a WIFT; but all responses to this RFI-Sources Sought will be taken into consideration by the government if / when an acquisition strategy is developed for the WIFT.
