Description
The Mission and Installation Contracting Command - Fort Drum is conducting market research to determine the extent of sources capable of performing as a prime contractor under a Single-Award Requirements Contract for Concrete. The Government will use responses from this sources sought synopsis to make an appropriate acquisition decision about soliciting this requirement. This is neither a solicitation announcement, nor a Request for Proposals (RFP) or Invitation for Bids (IFB), and does not obligate the Government to any contract award. Responses to this Sources Sought Notice are for PLANNING PURPOSES ONLY. The purpose of this Sources Sought Notice is to determine interest and capability of potential qualified businesses relative to the North American Industry Classification Code (NAICS) 237310 - Highway, Street, and Bridge Construction. The small business size standard is $36.5M. The scope of work under this acquisition will include, but not be limited to the following: provide all plant, labor, equipment, materials, appliances, and supervision necessary to perform all operations in connection with the construction of new and/or replacement of existing concrete structures such as sidewalks, stairs, catch basins, curbs, gutters, ramps, road sections, and other various concrete structures on Fort Drum. Principle features include, but are not limited to, excavation, removal, disposal and replacement of concrete slab, excavation, removal and disposal of earth, surface materials and concrete, repair of damaged areas, cracks and joints. Some tasks may be performed in cold weather conditions. The Government anticipates awarding a Single-Award Requirements Contract to support Fort Drum, NY. The anticipated period of performance is three (3) years from date of award with a total estimated cost of between $1M and $5M for the base ordering period and each exercised optional ordering period. If this is determined to be a Small Business set-aside, FAR 52.219-14 - Limitations on Subcontracting, will apply on the task order level. Responses to this sources sought shall be limited to 20 pages and shall include the following: -Small Business status under NAICS Code 237310, for example: 8(a), HUBZone, Service Disabled Veteran- Owned. -Bonding Limits -DUNS Number -CAGE Code -Registered in System for Award Management (SAM) The Government is not responsible for any costs incurred by respondents regarding any responses to this notice. Responses to this Sources Sought Notice shall be submitted to the POC below, preferably via email address (PDF or MS Word Format), no later than November 6, 2014.
