- THIS NOTICE IS PROVIDED FOR INFORMATIONAL PURPOSES ONLY. THIS OPPORTUNITY IS AVAILABLE ONLY TO CONTRACTORS UNDER A SET-ASIDE TO SMALL BUSINESS. The location of this project is the Ammo Storage Area, Facility #616, at Offutt Air Force Base, Nebraska. This project consists of the repair of roads and driveways in the ammo storage area. The project is to mill the existing asphalt pavement and replace with a minimum of two inches of asphalt, completely remove the asphalt shoulders and replace with crushed rock shoulders, and some grading to improve site drainage. The existing concrete paving placed as the surfacing for the utility trench at the gate is to be removed and replaced with full depth asphalt. The Contractor will be responsible to work within the limits of construction and follow the constructions plans. The Government intends to issue a firm fixed price construction contract with a Period of Performance (POP) of 90 calendar days. Funds are not presently available; no award will be made under this solicitation until funds are available. The Government reserves the right to cancel this solicitation either before or after the closing date. In the event the Government cancels this solicitation, the Government has no obligation to reimburse an offeror for any costs. Project magnitude is between $100,000.00 and $250,000.00. This announcement constitutes only the pre-solicitation notice; Bids will be requested and a solicitation will be issued on or around 24 November 2014. Bids will be due approximately 30 days after solicitation is posted. Solicitation number FA4600-15-B-0001 will be issued as an INVITATION FOR BID (IFB). The solicitation document and incorporated provisions and clauses are those in effect through the Federal Acquisition Circular (FAC) 2005-77. All applicable provisions and clauses are included in the actual solicitation. All drawings and specifications related to the solicitation will be available on https://www.fbo.gov. If these documents cannot be posted, specific instructions to view the drawings and specifications will be a part of the solicitation package. The North American Industry Classification System (NAICS) code is 237310, and the small business size standard is $35,500,000.00. This solicitation is 100% set-aside to Small Business concerns. Please reference solicitation number FA4600-15-B-0001 on all correspondence. All contractors shall be System for Award Management (SAM.GOV) registered at https://www.sam.gov/portal/public/SAM/. Contractors must be registered in the SAM.GOV database before a contract can be awarded to your company. NO PARTIAL BIDS WILL BE CONSIDERED. NO PARTIAL AWARDS WILL BE MADE.
