Description
This Request of Information (RFI) N00024-15-R-2207 is issued in anticipation of a potential future procurement. Naval Sea Systems Command (NAVSEA) is conducting market research to determine the availability of twenty (20) 26-28 Foot Riverine Support Boats (boat), possessing the characteristics listed below. The boats must be new construction, but derived from proven designs previously built by the contractor. Existing boats or conversion vessels will not be considered. The following are approximate characteristics/specification*: Length 26 - 28ft Beam 9ft Transom height 2ft Length W/ trailer 30ft Cockpit depth 2.5ft Deadrise 12-20 degrees Draft 2ft Capacity Weight 4.500 - 6.000 lbs Foam flotation unsinkable Engine Type Dual Outboards** Fuel Capacity 190- 250 gal. Person capacity 20 @ 180lbs * Interested parties can propose boats/craft with similar and/or equivalent characteristics/specification. **Interested parties to recommend horsepower of each engines to reach 40 - 45 knots in calm waters. 1. OTHER SPECIFICATION 2.1 PROTECTIONS FOR HULL • Engine Crash Rail Stainless steel pipe AISI 304, minimum 1 1/2 inch diameter SCH 40, which surrounds and protects outboard motors at a suitable height and to ensure such protection. • Under Heavy Duty Hull Equipment • Required: Stainless steel bow eye reinforcement • Required: Stainless steel transom corner chafe plates Heavy duty rubbing strakes installed on both sides protective hull port and starboard at an angle of inclination of 30 degrees. • It will have four lifting points (04) in stainless steel AISI 316L, AISI 304 with local reinforcement in the structure of side for lifting the boat maneuvers. 2.2 HELMSMAN CONTROL CONSOLE • Console constructed in 'aluminum' mounted on the central part of boat. • Console is required to have mounted engine controls, indicator panel, switch panel, electronic systems, communications systems, navigation systems and a windshield. • A handrail AISI 304 stainless steel mounted console port. • The aft bench will support the helmsman and one crew. 2.3 SEATS • Benches that comply with longitudinal loading conditions required and personnel safety. • They installed two inspection covers so they can be used as storage. • Banks in molded fiberglass and that provide enough space to transport personnel and equipment with soft foam cushion, covered in waterproof material, resistant to different usage environments, for the comfort of the crew and durability. 2.4 CLEATS • Seven (07) cleats 10' stainless steel cover anchored to the structure, located on the outside of each rail, half-deck aft and one (1) cleat 10 at the bow, matte black finish, with electrostatic painting process. 2.5 HOOPS FOR LIFE LINE ENGINE: (STERN EYES) • Two stainless steel rings mounted on the stern on both sides will be anchored to the structure of the boat such as to permit towing withstand stresses including similar units. These rings should be located outside STERN and will be protected during berthing or mooring maneuvers. 2.6 TOW BAR SET: • A bar of stainless steel AISI 304 and AISI 316L. 1 1/2 inch diameter SCH 40 trailer aft mounted transversely, mounted at a height of about 30 cm. on the mirror inside the boat, to allow other boats towing weight or less, will be anchored to on both sides, the cover gunwale, using appropriate platen expected efforts. 2.7 RING OF THE BOW: (BOW EYE) • One bow eye, stainless steel AISI 316L, AISL 304, reinforced with anchor platen to structure mounted on the stern that allows the boat towing. 2.8 STEERING SYSTEM: • A SS steering wheel with knob for fast maneuver. • Hydraulic System with: o Hydraulic steering pump for high capacity (ensures the smoothness the wheel) two (2) hydraulic cylinders for engines. o High pressure hydraulic hoses. o Union bar resistant stainless steel marine environment. • One control box of double controls with remote switches with engine trim, control cables for acceleration and clutch. 2.9 ELECTRICAL • The electrical system design shall conform to the applicable guidelines of the American Boat and Yacht Council, ABYC. (E-9 DC ELECTRICAL SYSTEMS AND BOATS). • The electrical system shall be composed of three independent branches of distribution of 12 VDC (one for each engine and basic electrical system of the boat including the drainage system and communications), marine batteries will have maintenance free sealed AGM technology, with the ability to supply demand and I or charge of the equipment installed in the boat with their mounting bases. • The electrical system must use cable lugs, terminal and switches marine application and specifications of the highest quality marine resistant and heavy duty, according to international standards ABYC (American Association standards of boats and yachts). • Hand powered distribution planes pot. • They will have a master control switch to allow the 03 systems. • All systems will be protected with appropriate fuses for amperage range, which must be installed in a panel located on the dashboard, with its own electric plane. • The electrical system shall be protected from outside elements to prevent damage and to have easy access to allow for inspection, repairs and modification of the system. 3. ACCESSORIES, TOOLS AND SPARE PARTS PER BOAT • (2) Two steel propellers for boat • (2) Two Oars aluminum • One toolkit (PROTTO and / or similar), to perform basic work to cover a 250 hour periodic maintenance. • One hand reflector • One first aid kit • (20) Twenty life jackets, green, includes whistle and flashlight, activation electrolysis without reflective tapes, with leg harness, buoyancy in the neck, wrist closure and quick release. • (4) Four black fender 6.5' X 15', with black nylon cords of 1/2" x 4 mts. • (1) One manual operation and maintenance (version Spanish) 6. DIRECTIONS FOR SUBMISSION OF INFORMATION NAVSEA is seeking responses from contractors that can provide the boat with the characteristic outline above. Interested sources are encouraged to submit a single compact disc (CD) containing the following: 1. A cover letter containing the following: (a) The name and address of the contractor and where such boats would be built; (b) Point of contact including name, title, phone, and email addresses; (c) Whether the business is currently classified as a Large, Small, Small Disadvantaged, 8(a) and/or Woman Owned company, Hub Zone small business, veteran owned small business, or service disabled veteran owned small business. 2. Specification (or cutsheets) that describes that the boats (in terms of hull equipment, engine specification, electrical system, command and control equipment, mechanical, etc) being offered are of existing designs that meet the above listed requirements for the 26-28 Foot Riverine Support Boats. 3. All offered boat characteristics (including molded length, length overall, beam overall, beam and draft) should be identified for chart comparison. Where existing designs are not available as identified above, sources are encouraged to respond with information on boat sizes that are offered. 4. For the boat provide the rated performance of existing designs, and including maximum payload rating (including maximum crew/passenger complement) 5. For each boat, identify propulsion options offered. 6. General Arrangements drawings of the boat; 7. A description of the company's recent relevant experience; 8. Estimated total construction time from start of construction to delivery at the builder's facility; 9. Estimated rough order of magnitude (ROM) price for each boat and lead time.
