Description
The U.S. Environmental Protection Agency, Office of Research and Development (ORD), National Risk Management Research Laboratory (NRMRL), Water Supply and Water Resources Division (WSWRD) intends to negotiate on a sole source basis with Micropyretics Heaters International, Inc. to purchase a Cascade e-Ion Plasma unit. The nature of the acquisition requires high flexibility and capability of equipments particular to EPA research for environmental applications such as water treatment, disinfection, and air purification, it is imperative to produce mechanically stable and uniform surface coatings on different materials and substrates with a variety of geometric and structural properties. These capabilities allow us to design reliable highly effective treatment processes with low energy consumption due to the flexibility of the equipment. Theunit needs to meet the following performance specifications: 1) ability to produce stable plasma in normal lab conditions instead of high vacuum conditions; 2) flexibility of the equipment to produce appropriate surface coatings on any substrates with different geometric and structural properties; 3) capability of developing appropriate surface coatings using any powders, which are commercially available or newly lab-developed materials and 4) ability to reduce processing time to save energy consumption. Micropyretics Heaters International Inc. is the only known manufacturer that produces instrumentation capable of stable plasma production at normal lab conditions, the flexibility for geometric and structural properties of substrates to produce surface coatings, and the capability for the development of appropriate surface coatings using various precursors. The MHI Cascade e- Ion Plasma is the only known source that produces a plume containing ions, electrons, radiation and hot gas. The Cascade e-Ion Plasma produces a Clean Electric Flame ?plume that contains ions, electrons, radiation and hot gas, revolutionizing traditional processes for many applications such as brazing, hardfacing, sintering, general heating, 4DSintering? and surface cleaning. It is a versatile tool with many possible applications, especially in implementations requiring minimization of the heat affected zone. Its rapid heat-up time also makes e-Ion Plasma powered devices ideal for general heat treating, RTP replacements, photonic applications and dozens of other highly specialized applications. e- Ion Plasma is necessary to chemicals for mitigating dross in an aluminum melting process. Therefore, based on these requirements and concerns, the MHI Cascade e-Ion Plasma is uniquely suited for EPA research. This procurement will be accomplished under FAR Part 13 Procedures. It is our intent to award a single fixed price purchase order. Interested firms may identify their interest and capability to respond to the requirement. THIS NOTICE OF INTENT IS NOT A REQUEST FOR COMPETATIVE QUOTATIONS. A determination by the Government not to compete this acquisition based upon responses to this notice is solely within the discretion of the Government. Documentation must be submitted within 15 calendar days of the date of publication of this notice.
