- SSSA A002 Sources Sought Synopsis Announcement: Defense Threat Reduction (DTRA) Language Services Support. Date: October 20, 2014 Amendment 001 October 23, 2014 Amendment 002 October 30, 2014 Notice Type: Sources Sought Synopsis Announcement Synopsis: This is a Sources Sought Synopsis Announcement (SSSA). The SSSAs are issued to assist the Government in performing market research to determine industry interest and sourcing capabilities. No proposals are being requested or accepted with this synopsis. THIS IS NOT A SOLICIATION FOR PROPOSALS AND NO CONTRACT SHALL BE AWARDED FROM THIS SYNOPSIS. This is not a guarantee of a future Request for Proposal (RFP) or an award. This document should not be construed as a commitment of any kind by the U.S Government. Any information provided to the Government in response to this document will become DTRA property and will not be returned. The Government will not reimburse contractors for any costs associate with responding to this Sources Sought notice. The purpose of the SSSA is to identify potential sources with the requisite experience and skill sets required to provide language services (consecutive and/or simultaneous interpreting) to support meetings, negotiations, technical demonstrations, conferences and other types of international interactions that will be held in the United States, its territories, and Foreign Countries. DTRA will require the translation of all manner of documents (written and electronic) and content of video and/or audio media (compact disc,.wav files, etc.). Source material documents will contain legal, business, contractual, medical, biological research and military terminology and concepts, including those dealing with arms control and the elimination of weapons of mass destruction (nuclear, chemical, biological). Given the complexity and technical nature of DTRA's programs, a high level of interpreting/translation expertise is important to ensure the provision of the most accurate and highest quality language support possible. Potential sources, either alone or with appropriate teaming partners, must demonstrate expertise and capability to perform worldwide in all physical and operational environments as detailed in the attached DRAFT Statement of Objective (SOO) and Statement of Work (SOW). Contractors who believe they possess the expertise and experience may submit a written capability statement including: -The companies' technical capabilities clearly indicting the ability to perform the tasks as delineated in the DRAFT SOO. -Any small businesses that believe they can accomplish this entire requirement should indicate their small business status (see FAR Part 19) in their capability statement. -The companies GSA Federal Supply Schedule if applicable. -The companies experience in working with local subcontractors. -The companies Duns and Cage codes. Responses are not to exceed seven (07) pages in length. No telephonic submissions will be honored. All capability statements shall be submitted at no cost or obligation to the government. The estimated Contract Ceiling for the Language Support Services requirement will range between $35M-40M. The contract type is undetermined at this time however; the Government intends to issue a contract not to exceed 60 months in length inclusive of the base period and all option years.
