- Limited Source Justification Police Officer Cold Weather Parkas Combined Synopsis/Solicitation This is a combined synopsis/solicitation for commercial product prepared in accordance with the format in FAR 12 as supplemented with additional information included in this notice. This announcement and attachment constitutes the only solicitation; Quotations are being requested and a written solicitation will Not be issued. (ii) Solicitation number N0001515RC11025 is issued as a request for Quotation (RFQ). The government contemplates award of a Firm-Fixed priced contract. This acquisition is being conducted using Simplified Acquisition Procedures in accordance with FAR Part 13. The North American Industry Classification (NAICS) Code is 448190. This requirement is set-aside for 100% Small Business. The Vendor shall provide Police Cold Weather Parka in accordance with Section C of the attached (Product Specifications) in the RFQ. Responses for N0001515RC11025 are sought only from the manufacturer or contractors who are an authorized Re sellers or partners for the Cold Weather Parka. Partial quotes are not acceptable. Responses are due No Later than 12 November 2014, at 10:00 a.m.; EST and shall be submitted via email to lstowe@nmic.navy.mil. Offerors must be registered in System For Award Management (SAM) formally known as Central Contractors Registration (CCR) database to receive a contract award. Information and registration are available at www.SAM.gov. The clauses and provisions are available in full text at https://www.acquisition.gov/far/. In accordance with DFARS 252.232-7003, Electronic Submission of Payment Requests and Receiving Reports, the contractor shall submit their payment request electronically using the Wide Area Workflow (WAWF).
