- Mobile Laboratory, Diesel Electric Hybrid Request for Information (RFI) # SOL-R1-15-00002 Request for Information for Planning Purposes (a) The Government does not intend to award a contract on the basis of this request for information or to otherwise pay for the information requested. (b) Although "proposal" and "offeror" may be used in this Request for Information, your response will be treated as information only. It shall not be used as a proposal. (c) This Request for Information is issued for the purpose of determining the availability of Mobile Laboratories in the market place which are able to meet the requirements specified herein. The assumption is that the requested item can be supplied as a commercial item and/or modified commercial item. This announcement constitutes only a Request for Information; and is not a guarantee that the Government will issue a written solicitation in the near future. All information submitted in response to this request will be considered non-sensitive unless it is identified as being other than non-sensitive by the provider of the information. Requirements Overview: The Environmental Protection Agency anticipates issuing a solicitation for the following: Item to be purchased: Mobile Laboratory, Diesel Electric Hybrid Overview of Requirement: The United States Environmental Protection Agency (EPA) requires a Mobile Laboratory, Diesel Electric Hybrid, at least 16 feet in length, to be used in Environmental Quality Studies during the summer of 2015 and beyond. The Quality Studies will include: water quality studies; ticks studies, sediment studies; dye studies; as well as wet weather studies. Functional Requirements: The vehicle must be able to maintain speeds at least 65 mph with gear. Physical Requirements Exterior: Length 16 feet minimum, 20 feet maximum Exterior Width < = 102 inches (8.5 feet) Exterior Height w/ A/C unit < 132 inches (11 feet) Generator, 8 KW Diesel run off main tank 1 Roof A/C Unit w/ heat and automatic temperature set Tinted Windows, sliding w/ screens Side door Step up Side Grab Railing for doors Front Cap if needed for energy conservation and wind shear reduction Spare tire Shore power connection City water connection Waste connection Portable waste tote, 20 gallons minimum w/ wheels. Rear Door Pull down Bug Screen Sidelights, LED Insulation: walls, roof and floor. Blue color Exterior graphics package w/ agency name, region and logo appropriately sized to vehicle. Street side power awning Trailer hitch 5000 GVWR w/ wiring, class III Full size spare tire Shore power hookup Freshwater hose hookup for washing Interior 6.5' Interior Height Minimum White Vinyl sides Overhead cabinets w/ under cabinet lights LED, min 12" deep Electric floor heat, supplemental to roof unit Fold down tables 2 ties down tracks in floor w/ min 10 tie down loops Track tie downs in rear side walls. Sink w/ water lines Freshwater tank w/ capacity to store minimum 20 gallons Digital Thermostat Cabinets w/ draws Bench space 4' linear LED under cabinet and ceiling lighting 6 110 Volt 15 amp GFCI duplex outlets Sink No Skid and seam flooring Cylinder Storage for 2 cylinders EPA Signage: Lettering must be appropriately sized. Color must be Kelly Green in waterproof, reflective and fluorescent materials installed. Lettering on both sides must be minimum 4" high and read left to right "United States Environmental Protection Agency" on the second line "New England Regional Laboratory" not more than 2 lines. Vehicle Cab Backup camera, color GPS Navigation 110V power outlet 12V power outlet Electric and heated mirrors Cruise Control Applicable Standards: Unit must meet at a minimum applicable 508 of government technology standards. All electrical must meet NEMA standards Must meet all New England States trailer safety requirements Chassis and engine must be manufactured in USA as well as entire vehicle Interface Requirements: Must be able to receive a 2 5/16" ball and plug into 7 prong connector on tow vehicle. Service and Support Requirements (consider options for future years): Regular service at variable intervals is needed but service will vary on use and needs. Reporting and Documentation Requirements: GVWR documentation and capacity must be affixed to the trailer. Instructions for Submitting Requested Informaton: Please submit comments regarding the technical requirements listed above and your ability to meet the items specified or items which would be substituted in lieu of the current requirements. Additionally, alternative approaches which are more readily available and/or represent a better value to the Government while maintaining the overall mission of providing a Mobile Laboratory which can support water quality studies; ticks studies, sediment studies; dye studies; as well as wet weather studies. Please included in your submission an approximate or range of price(s) for the specified Mobile Laboratory and any alternatives you would propose. Also included a delivery time frame based on delivery after receipt of order. Please include your DUNS number with your response.
