The Department of Veterans Affairs Medical Center, NCO 9 Network Contracting Office, on behalf of Veterans Administration Medical Center Louisville, is conducting market research through this sources sought notice to seek sources for boiler inspection, calibration, and repair of the combustion control systems. The North American Industry Classification System (NAICS) Code for this acquisition is 561210. Pursuant to FAR Part 10 (Market Research), the purpose of this notice is to: (1) determine if sources capable of satisfying the agency's requirements exists, (2) determine if commercial items suitable to meet the agency's needs are available or could be modified to meet the agency's requirements, and (3) determine the commercial practices of company's engaged in providing the needed service or supply. STATEMENT OF WORK MAINTENANCE ON BOILER CONTROLS TVHS VA Medical Center Nashville and Murfreesboro Campus 1. INTRODUCTION AND STATEMENT OF WORK: Offeror shall furnish all labor, tools, and equipment necessary to inspect, calibrate, adjust, repair and maintain in first class operating condition the boiler combustion controls, associated recording instrumentation (boiler computer system), burner management, flame failure controls, Deaerating Feed Tank (DA Tank), Pressure Reducing Valves (PRV), and safety devices, on the boilers listed below and in the boiler plant in the manner and frequency as stipulated in the VHA Boiler Safety Manual 3rd edition (Reference A). See requirements for list of equipment needed. Service visit includes annual boiler and safety training for boiler operators as required by VHA 2008-062 (Reference B). All work should be coordinated with the Utility Systems Supervisor at Nashville and Murfreesboro VA Medical Centers (VAMCs) and done with boiler operators for training purposes. Service visit requires 5 consecutive full working days, Mon-Fri, 7:30am to 4pm. Safety Checks and fuel/air settings must be in accordance with excess air requirements as set by the manufacturer (Cleaver-Brooks) for the specific boiler type and by the VA VHA Boiler Plant Safety Devices Testing Manual, 3rd Edition (Reference A) and VHA Boiler Policy (VHA 2008-062) Reference B. Combustion calibration of oil and gas must be made from 0% to 100% in 5% increments should be done EACH QUARTER. Check pilot light ignition on natural gas and propane. Test and calibrate boiler water level control system to include high and low water alarm systems. Complete all boiler safety checks in plant as listed in the safety manual, test conducted and at a time frequency described in the VHA Boiler Safety Manual 3rd edition (Reference A). Any device, system or part failure should be immediately reported to the Utility Systems Operator Supervisor. It is expected that upon the completion of the required service that all boilers will be returned to a normal operating condition. A complete report will be given to the Utility Systems Supervisor within 2 business days of the completion of work, 2 copies, one bound hard copy and one electronic copy on DVD. Parts are not included in this contract. VAMC Nashville Campus: There are three Cleaver Brooks 4 pass high pressure gas and oil fired fire tube boilers with Autoflame ® controls, Model 4WI-200-600-200. The boilers are 600 HP and operate at approximately 90 psi. VAMC Murfreesboro Campus: There are three Cleaver Brooks high pressure gas and oil fired fire tube boilers with Hawk 4000 ® controls, Model 4WI-200-600-200. The boilers are 600 HP and operate at approximately 100 psi. 2. REQUIREMENTS: This is a base plus 4 yearly options contract. Period of performance will begin on December 1, 2014 through November 30, 2015. All work must be performed by a certified and experienced service technician during normal working hours, 8:00 a.m. to 4:30 p.m., Monday through Friday. Contractors must have proof of training by Autoflame and have computers, software, and devices needed to access the Autoflame controls and calibrate all safety devices. Contractor will schedule each service visit at least two weeks prior to the visit. Each service visit during the months of October, January, April, and July will consist of a minimum of five (5) days each on the job site. In the case that the contract year does not start in October, the first scheduled visit will be scheduled with the COR within 14 calendar days of the contract being awarded. These service periods cannot be adjusted and shall be met by selected Offeror or coordinated at least three weeks of schedule change. a. (31) Three high water alarm conductivity probes (Warrick) (32) Calibrate all flow transmitters (Steam, Gas, Oil, Water) (33) Any Boiler safety or Plant safety items in Safety Manual (Reference A) not listed above. a. Boiler excess air and oxygen shall be maintained throughout the firing range on gas and oil in accordance with burner manufacturer's burner recommendations (Cleaver-Brooks) Exhaust gas test is conducted using Autoflame ® EGA system. System should be checked for calibration and proper operation per manufacturer (Autoflame) recommendations. Parts are not included: however, during each service call, the contractor will submit a list containing each part needed and prices to the Engineering Service Office. Approval must be obtained from the Maintenance & Operations General Supervisor or a designee thereof and Contracting officer prior to providing the VA the part. The contractor will invoice the VA on a separate purchase order and include an itemized listing of parts used. The contractor will submit to the Chief Engineer through the Utility Systems Supervisor and the M&O Supervisor, a written report stating his findings and recommendations of proper operations and maintenance condition of the boiler and plant. Tools of the trade: Contractor must have complete test and tools of the trade require for testing and calibrating Cleaver-Brooks boilers with Autoflame and Hawk 4000 controls including Autoflame combustion software (latest version), laptop, connection cord to connect laptop to Autoflame MM and Hawk 4000, Digital Manometer (calibrated annually may be requested to provide proof of calibration), nitrogen pressure tank and connection fittings/assembly to test boiler safeties as required in the VA Boiler Safety Manual 3rd Edition (Reference A), digital device to calibrate flow transmitters (such as a Yokagowa), and test gas and device to test gas detection system for the boiler plant. Various hand held tools as wells including electrical meters, jumpers, wrenches, screw drivers, etc ¦ The contractor is required to provide all their own tools and equipment, none to be provided by the VA. VA equipment may be used when training VA boiler operators if VA equipment differs in operation from vendor. Competency of Personnel (Qualifications): An experienced and certified industrial boiler service representative is required. Proof of experience and training may be requested. No welded repairs are permitted except by certified welders using code-approved procedures. Contractors should be trained in Autoflame and Hawk 4000 boiler control systems and have a minimum of three years of boiler calibration and safety checks on all standard type of boiler devices and switches, and testing in manner and frequency of VHA Boiler Safety Manual, 3rd Edition (Reference A). This work requires two sets of skills, the first is the Autoflame and Hawk 4000 combustion control system, and the other is the VA Safety Testing Manual process (Reference A). 3. DELIVERY: All work must be performed by a certified and experienced service technician during normal working hours, 8:00 a.m. to 4:30 p.m., Monday through Friday. Each service visit during the months of October, January, April, and July will consist of a minimum of five (5) days each on the job site. Rescheduling process: If selected offeror cannot meet this required schedule a three week written notice is required and shall include the proposed new dates for subject visit. This written notification shall be provided to the VA Contracting Officer and COR for agreement if conditions don't permit a visit during the designated month. a.During preventative maintenance (PM) inspections and emergency service calls the service technician will be accompanied by the respective campus Utility Systems Operator Supervisor or a designee thereof. b.Service visit shall include training of boiler plant operators on operation and testing of safety devices. Contractor should work closely with VA boiler operators during all phases of calibration and testing. c.Each device must be recorded using the forms in the VA Safety Manual. All these forms must be included in the testing report provided to the COR. 4. PROGRESS AND COMPLIANCE: a.After each scheduled PM or emergency maintenance call is complete, the qualified service technician shall leave a signed service ticket with the Utility Systems Operator Supervisor or his designee detailing work completed failure of any device and recommended remedial action. b. Payments will be made in arrears upon receipt of certified invoice and signed service report. 5. NOTES AND OTHER INFORMATION: a.There are no known security issues with this Statement of Work. b.Contractors are responsible for finding their own parking. Currently, contractors cannot park at the VAMC Nashville Campus. Contractors may park temporarily to drop off tools and supplies only. c.Contractors are required to obtain Temporary ID Badge from Engineering Service, Room D73 Nashville or Building 6 Murfreesboro, while on VA property if not escorted during entire visit by an Engineering Service employee. d.Boiler Efficiency Institute (BEI) testing sheets should be used for each test and include the make, model, setting, trip point, whether the test passed or failed, if failed - recommended repair. Complete report should be given to the Utility System Supervisor prior to leaving the boiler plant on the 2 calendar days of the completion of the work detailing all contractor work including the testing of safety devices listed above, and also all combustion and emission data at 5% intervals. 6. Solicitation Note(s): Important Instructions to all Offerors: a.An unsupported statement "Complies" to technical specifications contained in this solicitation is not acceptable. b.Also important if proposed contractor solution does not meet ALL of the established technical performance requirements contained in this SOW will be considered to be not technically acceptable, and the submitted proposal will be removed from further consideration. It is incumbent upon Offerors to ensure that all technical requirements are comprehensively addressed in the submitted proposal. 7.EVALUATION FACTORS for Technical Evaluation Panel (TEP) will include the following factors: a.Lowest Price Technically Acceptable (LPTA) Evaluation Criteria This is a request for proposal (RFP). Representatives (TEP) of the Department of Veterans Affairs will evaluate the proposals. Low Price Technically Acceptable procedures-- Award will be made on the basis of the lowest evaluated price of proposals meeting or exceeding the acceptability standards for the technical factors listed in the statement of work and the below non-cost factors. b.Performance Plan (Non-cost factors) The Performance Plan shall be in a narrative format. It shall be a comprehensive document and shall include all of the following elements. Any plan that does not include all of the following elements will result in the proposal being rated "Unacceptable." The elements are: c.Contractor Role The Plan shall detail all components of the requirement that shall be performed by the Contractor. The Plan shall be comprehensive in nature and demonstrate that the contractor has a complete understanding of the requirement. This component of the Plan shall also include key contractor personnel who shall comprise the contractor team to perform this requirement. It also shall include up to three (3) relevant examples of corporate experience in related work and the role of the personnel proposed for this requirement in the past projects. This component of the plan will be evaluated for its comprehensiveness and the relevance of contractor and contractor personnel experience d.Proposal Evaluation The Government intends to evaluate proposals and award a contract without discussions with offerors (except clarifications as described in FAR 15.306(a)). Therefore, the offeror's initial proposal should contain the offeror's best terms. The Government reserves the right to conduct discussions if the Contracting Officer later determines them to be necessary. Further, if the Contracting Officer determines that discussions are necessary and if the Contracting Officer determines that the number of proposals that would otherwise be in the competitive range exceeds the number at which an efficient competition can be conducted. The Contracting Officer may limit the number of proposals in the competitive range to the greatest number that will permit an efficient competition among the most highly rated proposals. e.Technical Evaluation Panel Selection Decision Evaluators will provide results of the evaluations (i.e. Technically Acceptable or Unacceptable) to the Contracting Officer. The lowest priced technically acceptable proposal shall represent the best value to the government. 8. Contractor (Offeror) Required Visit Frequency and Test Schedule: October: M, 6M, A - Calibration gas and oil, 0% to 100%, 5% increments, gas and propane ignition. January: M - Calibration gas and oil, 0% to 100%, 5% increments, gas and propane ignition. April: M, 6M - Calibration gas and oil, 0% to 100%, 5% increments, gas and propane ignition. July: M - Calibration gas and oil, 0% to 100%, 5% increments, gas and propane ignition. 9. Required Inspections and Operational Tests - VHA DIRECTIVE 2008-062 a.
