Description
This notice is being published in accordance with Federal Acquisition Regulation (FAR) Part 5.101 requiring the dissemination of information for proposed contract actions. This is a notice of intent to award a sole source contract and is not a request for competitive proposals. The statutory authority for this sole source procurement is prescribed by FAR 6.302-1. The Defense Threat Reduction Agency intends to issue a sole source, cost-plus fixed fee contract to Spectral Sensor Solutions (S3), LLC, 2613 Paddock Gate Ct, Herndon, VA 20171-2900 for the following: "Combined Aerosol/Wind Light Detecting and Ranging (LIDAR) for Standoff Measurements in Support of Plume Research Development Test and Evaluation (RDT&E)." This action will modify an existing prototype system (SAMPLE) by integrating high-power processing and analysis hardware and incorporating California State University's (CSU's) Gale and Typhoon (Wind Processing and Analysis/WPA) algorithms to enable the system to measure 2-D vector wind fields in real-time. The objective of the effort is to create a system that will simultaneously measure the spatial and temporal characteristics of a plume, as well as the surrounding wind fields, to provide an advanced plume characterization tool for DTRA's RDT&E requirements. This notice of intent is not a request for competitive proposals. However, all responsible sources may submit a capability statement demonstrating the ability to provide the requested items or exception to the intent to purchase on a sole source basis, which shall be considered by the Government if received by Friday, 14 November 2014 at 3:00 pm, mountain standard time. Written responses to this synopsis shall contain sufficient documentation to establish a bonafide capability to fulfill the requirement. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement. A determination not to compete this requirement, based upon responses to this notice, is solely within the discretion of the Government. DTRA will not be responsible for any costs incurred by interested parties in responding to this notice. The Government is not obligated to and will not pay for any information received from potential sources as a result of this synopsis.
