- The Defense Logistics Agency, Aviation Wing, Warner Robins will acquire replenishment surplus spare parts (Shaft, Main Gear Transmission) applicable to the TH-1H Helicopter using limited competition to qualified sources. Solicitation SPRWA1-15-00037 is for a Firm Fixed Price contract for New/ Unused Commercial Surplus to obtain 29 each of the item labeled: Main Gear Shaft. This item has been designated as a Flight Safety Part and an Aviation Critical Safety Item (CSI). Public Law 108-136 Section 802 establishes the requirement for Aviation CSIs to be procured only from sources approved/qualified by the cognizant government engineering authority. It will not be a split award but all or none. Delivery: 10 Days ARO Duration of Contract Period: Completion of shipment of units A written solicitation will be issued. Electronic procedure will be used for this solicitation. IAW FAR 5.207(c)(12)(i) - Buy American Act/Free Trade Agreements/Israeli Trade Act: One or more of the items under this acquisition is subject to Free Trade Agreements." IAW FAR 5.207(c)(13)(ii), All responsible sources may submit a capability statement, proposal, or quotation, which shall be considered by the agency Numbered Notes: 22. The proposed contract action is for supplies or services for which the Government intends to solicit and negotiate with only one source under authority of FAR 6.302. Interested persons may identify their interest and capability to respond to the requirement or submit proposals. This notice of intent is not a request for competitive proposals. However, all proposals received within forty-five days (thirty days if award is issued under an existing basic ordering agreement) after date of publication of this synopsis will be considered by the government. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. Numbered Note 23. 23. Award will be made only if offeror, the product/service or the manufacturer meets qualification requirement at time of award, in accordance with FAR clause 52.209-1 or 52.209-2.
