- PPI Tool Access Database DRAFT RFP Government Responses - dated 30 Oct 14 KEYWORD: FA8903-15-R-0002 AFICA Regional Engineering and Construction (RE&C) THIS REQUEST IS NOT A FINAL SOLICITATION. PLEASE DO NOT SUBMIT A PROPOSAL. 1. The attached responses are provided to Questions/Comments submitted on the Draft RFP for the Regional Engineering & Construction (RE&C), (FA8903-15-R-0002). The Government anticipates a final solicitation to be released in December 2014. Any conflict with information provided during the Draft RFP responses and the information released with the final RFP-the final RFP will be the binding authority. 2. The PPI Tool is attached so that you may be able to download the tool to your computer to see how it works. Please be mindful that versions are occasionally updated, therefore you must use the PPI Tool that will be posted to with the final RFP.
