- The General Services Administration (GSA) Great Lakes Region announces an opportunity for construction services for the Historic Lobby Renovation project at the Hart-Dole Inouye (HDI) Federal Center in Battle Creek, Michigan. The work shall include, but is not limited to a new security station repositioned from the center of the room to the north side of the room. The project also includes restoring period spaces, including original metal railings, base boards, decorative plaster ceilings and decorative paint schemes based on historic analysis. In addition, the lobby will receive new chair rail, door, new historic replica light fixtures and the marble stairs will be replaced with new marble to match existing. The existing wood entrance assembly will be replaced with a wood and glass storefront assembly. The estimated cost of this project falls within the range of $500,000 to $1,000,000, with an anticipated project duration of approximately 360 days after Notice to Proceed (NTP). The project is estimated to begin in April 2015. A qualified contractor will be selected using a best-value source selection procedure, in accordance with Part 15 of the FAR. Moreover, this will be a lump sum, fixed-fixed price contract open to all small business concerns. The award will be made to the responsible Offeror, whose offer conforms to the solicitation and offers the best value to the Government, considering the technical factors and the evaluated price. For this procurement, the technical factors will be significantly more important than price. This acquisition will be procured as a total small business set-aside, open to all small business concerns. Small business concerns, including 8(a), HUBZone, veteran-owned, service-disabled veteran-owned, disadvantaged and women-owned businesses are encouraged to submit proposals. The North American Industry Classification System (NAICS) code is 236220 with a small business size standard of $33.5 million Interested offerors must be active in the System for Award Management (SAM) at https://www.sam.gov. The solicitation will be posted on or about November 17, 2014. The solicitation cited above can only be obtained by accessing a secure website known as FedBizOpps. FedBizOpps is a secure website designed to safeguard Sensitive But Unclassified (SBU) acquisition information. You may access FedBizOpps via the following URL https://www.fbo.gov. Potential Offerors will be responsible for downloading the solicitation and for monitoring the website for possible amendments and/or additional information A pre-proposal conference will be held on or about December 1, 2014 and notification to the Contracting Officer of proposed attendance will be required. We consider attendance at this conference vital to the preparation of a competitive and cost effective proposal and to understanding the total result desired by the Government. Failure to attend this meeting may not be used as an excuse for omissions and miscalculations in offers. Additional details regarding the pre-proposal conference will be included in the Request for Proposal (RFP). The offer due date and time for receipt of proposals will also be included in the RFP.
