Description
Space and Missile Systems Center/MILSATCOM Logistics and Operations Support Division (SMC/MCL), located at Peterson AFB, Colorado is contemplating award of a contract for Minuteman (MM) Minimum Essential Emergency Communications Network (MEECN) Program (MMP) system enhanced sustainment support (MMP-ESS). This follow-on requirement will serve as a replacement for sustainment support currently performed under the Communications Installation & Sustainment Support Contract (CISSC) which is scheduled to complete September 30, 2016. FA8204-13-C-0009 RAYTHEON COMPANY (DUNS: 193049236) Original Equipment Manufacturer (OEM) 1001 BOSTON POST RD E MARLBOROUGH MA 01752-3770 The CISSC replaced Northrop Grumman's Intercontinental Ballistic Missile (ICBM) Prime Integration Contract (IPIC) which ended September 30, 2012. The MMP-Extremely High Frequency (EHF) Terminal (MMP-ET) operates with Milstar compatible payloads at Low Data Rate (LDR). The MMP-ET transmits at EHF and receives at Super High Frequency (SHF). The MMP-ET is currently undergoing an upgrade to an Advanced EHF (AEHF) terminal (MMP-AT). The MMP-AT leverages AEHF satellite communication capabilities and will upgrade currently installed Milstar equipment and software to provide both AEHF Extended Data Rate (XDR) and Milstar LDR. The expected life cycle for the MMP Upgraded (MMP/U) terminals (aka MMP-ATs) is a minimum of twenty years. SMC/MCL must acquire sustainment support to ensure the safe, secure, and reliable operation of the MMP/MMP/U in the Minuteman III (MM III) weapon system as required by the Air Force Global Strike Command war-fighter. The MMP-Very Low Frequency (VLF) Terminal (MMP-VT) receives all specified Strategic Connectivity System (SCS) modes on each of two independent channels (e.g. reception from two separate transmitters using separate frequencies, keys and modes). The MMP-VT has no transmit capability. MMP enhanced sustainment support (MMP-ESS) requirements apply to all MMP hardware and software items shown in the MMP Engineering Drawing List and installed in Launch Control Centers (LCC's), Operational Maintenance Systems (OMS's), and Test & Engineering Facilities, to include associated peculiar Support Equipment (SE). The anticipated period of performance is one base year with four option years. If the Government elects to do so, a projected Request for Proposal (RFP) release date for this effort is estimated to be in the July-August 2015 timeframe. The Contractor shall provide all qualified labor and supervision, tools, materials (including manuals and schematics), parts, equipment, secure repair facilities and transportation necessary to maintain part inventories to enable repair of repairable items and replenishment of expendable items. This support also includes Contractor provided on-site maintenance and shipment of failed and repaired MMP components to and from the Contractor's depot location to and from the field. Specific support requirements include, but are not limited to: - Maintain facility storage for MMP Line Replaceable Units (LRU')s, Shop Replaceable Units (SRU's), Circuit Card Assemblies (CCA's) and expendable spares - Maintain spare parts inventory and replenish SRU's and expendable spares as necessary - Receipt, inspect, troubleshoot, analysis, determine root cause, repair/replace, test and return shipment of LRU's / SRU's, and CCA's - Replacement of expendable items and attaching hardware - Appropriately mark, and maintain Item Unique Identification (IUID) identification labels on applicable LRU's/SRU's - Populate and maintain the IUID registry - Failure trending and analysis - Identification and implementation of life cycle sustainment cost reductions for MMP - Identification, analysis, recommendation and implementation to resolve part availability / obsolescence issues - Troubleshooting, analysis, and repair of system hardware/software/database/firmware failures or anomalies - Very Low Frequency/ Low Frequency (VLF/LF) and EHF database maintenance (one each, per year) as required by Joint Chiefs of Staff (JCS) Emergency Action Message (EAM) Procedures, Volume VIII - SE maintenance - Storage, inventory control and maintenance of Government Furnished Equipment/Property (GFE/P) - On-site technical assistance, services, response, maintenance and integration services - Telephone technical support (e.g. Help Desk) for MMP hardware and software technical assistance, 0800 - 1600 (Mountain Time zone), Monday through Friday - Configuration and data management and control - Source data for MM III Weapon System technical orders and MMP change pages - Modification Time Compliance Technical Order (TCTO) kits - Meetings, reviews and quality deficiency reporting program participation. All personnel performing this effort shall have upon contract award Top Secret (TS) security clearances and maintain this level throughout the life of the contract. The contract shall maintain and have upon contract award facility clearances of secret and TS in order to provide storage and equipment maintenance. The contractor shall be required travel to all MMP site locations. Current site locations are F.E. Warren AFB, WY; Minot AFB, ND; and Malmstrom AFB, MT.
