Description
1. The Defense Security Cooperation Agency (DSCA) has a requirement for exhibits to promote awareness of the Department of Defense's Security Cooperation (SC) programs, in particular Foreign Military Sales (FMS) and host Senior Civilian and Military official meetings with invited Distinguished Visitors (DVs) of Foreign National Governments and Militaries regarding FMS. The exhibit must reflect both the Defense articles and services the U.S. offers to its partners, as well as the foreign policy objectives SC aims to achieve. 2. DSCA is seeking vendors that are capable of providing four (4) rental exhibits at sites in India, the UAE, Australia and France. The dates and details of the show are below: a. Aero India in India, February 18-22, 2015 -65 square meters (sqm) of space shall be provided. The vendor shall produce- -- Two (2) meeting rooms (16 sqm each) -- outreach area -- storage room b. International Defense Exhibition (IDEX) in UAE, February 22-26, 2015 - 22.5 sqm of space shall be provided. The vendor shall produce- -- One (1) meeting room c. Avalon-Australian Air in Australia, February 24- March 1, 2015 - 54 sqm of space shall be provided. The vendor shall produce- - Two (2) meeting rooms (16 sqm each) - outreach area - storage room d. Paris Air Show in France, June 15-21, 2015 - 87 sqm of space shall be provided. The vendor shall produce- -- Three (3) meeting rooms (23 sqm, and 2 x 15 sqm) -- outreach area --storage room 3. The vendor shall be capable of producing an exhibit with the following specifications; a. Configuration of the EXHIBIT will typically be one of four configurations: island, peninsula, end-of-aisle or in-line. EXHIBIT height must take advantage of the 4 meter (4m) height usually permitted for international tradeshow exhibits. Other standard measurements are 6 meters wide by 12 meters long (6m x 12m), unless required changes are coordinated with the DSCA Program Manager (PM). b. Storage room(s)/closet(s) should be no less than approximately 1 meter wide by 3 meters long and include interior shelving, mirror, coat hooks, office style trash bin and a locking door. c. Carpeted floors. d. Electrical service installation. e. Capable of WiFi access. f. Meeting Rooms shall have an interior finish that is corporate or businesslike in tone and professional look appropriate for Senior Military or Civilian Government representatives meeting foreign Militaries and Civilian Governments. Each meeting room shall be appointed with: i. A professional style table with chairs. ii. Locking cabinet. iii. Lighting fixtures of the appropriate types, number and wattage to enhance room. iv. Locking entrance door. g. Outreach Area (all but the internal meeting spaces and storage) with: i. A bar height "reception" desk able to accommodate 2 individuals ii. Two interactive education "kiosks" that will include applicable devices (flat screens, touch screens, etc.) to enable attendees to easily interact with multimedia material provided by DSCA iii. Two tables with chairs iv. A minimum of two flats screens for streaming videos on exhibit walls h. Storage room(s)/closet(s) should be no less than approximately 1 meter wide by 3 meters long and include interior shelving, mirror, coat hooks, office style trash bin and a locking door. 4. Project Management and Coordination. a. CONTRACTOR shall independently acquire the Exhibitors Manual or Handbook specific to each event & become familiar with and know any and all pertinent rules or regulations that apply to either all exhibitors in general or specific to the Exhibit. b. CONTRACTOR shall ensure that the exhibit and its on-site support logistics meet or exceed all technical and safety requirements as mandated by Event Management in its published "Rules & Regulations for Exhibiting." c. CONTRACTOR shall independently acquire all credentials, Passes, Badges, etc, to gain access to the event sites for whatever duration is required to complete full performance; pre-event, event and post-event. d. CONTRACTOR shall prepare Electric Order Forms for each event and submit the electric forms to Event Management. e. CONTRACTOR shall complete and submit all required Event Forms to Event Management that directly pertain to the Exhibit such as the Exhibit Specifications and Design Drawings for Stand Approval by Event Management. 5. Instructions to Vendors a. Vendors shall identify business size. If a small business, list all categories the vendor operates under. b. The vendor shall provide all NAICs codes that may be relevant to this requirement that the vendor operates under. c. The vendor shall provide the vendors CAGE code. d. Vendors are requested to submit documentation that demonstrates (1) the exhibit options the vendor offers; (2) the breadth and depth of relevant capabilities, services and solutions (all things pertaining to successful set up and operation of exhibits in foreign countries.); (3) applicable certifications and qualifications. e. In addition to the capability demonstration documentation, vendors shall submit past performance information that is recent (within the last 6 years) and relevant (of similar scope to this requirement). f. Format i. The requested information at paragraphs a, b and c of this section, shall be submitted one page. ii. The requested information at items 1 and 2 of paragraph d of this section, shall be no longer than 15 pages. The requested certificates and qualifications shall not count against the 15 page count but shall be limited to no more than 5 total, at this time. The offeror shall explain the applicability of each certificate and qualification. iii. Vendors shall submit no more than three past performance references. For each reference the vendor shall list: - the contract number and name (if applicable) - a description of the requirement under the contract - the name, telephone number and email address of a point of contact for the contract iv. The request information shall be in one binder with the sections clearly marked as follows: - 1 Business information (Information at paragraphs a, b and c) - 2 Capabilities and offerings (15 page limit) - 3 Certificates and Qualifications - 4 Past Performance information v. Vendors shall submit 3 hard copies of the binder and 1 copy on compact disc (CD) vi Vendors shall mail or deliver the submissions to: DSCA Attn: of Petra McPherson and Woodrow Bell 201 12th Street South Suite 203 Arlington, VA 22202 vii. Submissions shall be received by 3:00 PM EST, on 30 October 2014.
