- Engineering Services Requirement for support of In-Service Engineering Agent for Marine Air Traffic Control and Landing System (MATCALS) / Air Traffic Controls and Landing Systems (ATCALS), and Mobile Fixed /Tactical Fixed Systems. The Space and Naval Warfare Systems Center, Pacific (SSC Pacific) in support of Airspace and Joint Systems Division, Code 411, is tasked by and provides direct support to several DoD and non-DoD Agencies in support of Marine Air Traffic Control and Landing System (MATCALS) / Air Traffic Controls and Landing Systems (ATCALS), and Mobile Fixed /Tactical Fixed Systems. Code 411 has identified a requirement to provide total life cycle engineering and technical support to DoD, non-DoD U.S. Agencies, and foreign military governments for Air Traffic Control (ATC) command and control, ranges and navigation equipment for shore facilities, ships, and aircraft worldwide. The supported systems include radar displays, imagery systems, transmitters/receivers, data processing/fusion, communication, and ancillary navigational/radar equipment. These systems are used in support of air, land, and sea operations. SPAWAR Systems Center Pacific intends to issue a solicitation (RFP N66001-14-R-0024) for a single award, indefinite-delivery, indefinite-quantity (IDIQ) contract. CLIN structure will include cost reimbursement type CLINS for Material as well as cost plus fixed fee (CPFF) CLINs for the engineering services. The contract is expected to have a base period of three (3) years, followed by two (2) additional option years, totaling five (5) years for continued mission support. The Material CLIN will be non-fee bearing. The annual estimated level of effort for the base period is 202,680 hours with an optional 67,560 for option year one (1) and 67,560 hours for option year two (2). The NAICS Code is 541330. This requirement will be fulfilled via open competition as a 100% small business set-aside. Market Research in accordance with FAR 10.002(b)(2)(i) yielded a reasonable expectation that offers will be obtained from at least two responsible small business concerns. The SSCPAC Small Business Office (SBO) reviewed the market research results and concurred with the total small business set-aside. The estimated release date of the solicitation is 06 January 2015.
