- Document Security Notice (SBU) - Request for Solicitation (GS-08P-15-VG-P-0002) THE SOLICITATION AND IT'S RESULTANT CONTRACT WILL BE SET ASIDE FOR SERVICE DISABLED VETERAN OWNED SMALL BUSINESS CONCERNS. This pre-solicitation notice is for the procurement to perform Physical Security Installation/Upgrades for Department of Transportation, Federal Highway Administration (FHWA), 4585 Sheppard Way, Helena, Montana 59601. The scope of work involves the installation of secure front door, card readers, electric strikes, alarm points, video entrance camera w/monitors, main panel w/pots line connection and standalone computer for programming, and motion control occupancy sensors for light control for the FHWA occupied space. Work shall include, but not limited to provide all labor, equipment, supplies, materials and supervision to accomplish work. NAICS - 561621 with a size standard of $20.5 million. The estimated range for the total contract value is between $0 and $50,000. Contract completion shall be (o/a) January 16, 2015. The solicitation will be issued (o/a) November 3, 2014, with proposals due not later than (o/a) COB December 5, 2014. Award will be a firm fixed price contract, and the procurement method shall be a competitive negotiated Request for Proposals. The following evaluation factors shall be used in determining the contractor offering the best value to the Government: (1) Past performance on similar projects, (2) Schedule, and (3) Price. The subject solicitation includes Sensitive but Unclassified (SBU) information. For reasons of security and before release of SBU information, the requestor must complete the Document Security Notice to Prospective Bidders/Offerors Form, and provide the following information: company name and address; point of contact name; phone number; and email address; company DUNS number and Tax ID number; company's bonding limitation for a single contract; and a copy of the company's business license. Proof of Service Disabled Veteran status is required. Letter/certificate provided by Veteran Affairs is acceptable. All requests shall be submitted on the company's official letterhead via email to shawna.horvath@gsa.gov, or via fax at (406)441-1269. Specifications and requirements will be furnished with the solicitation to all eligible and interested parties via email, mail, or fax.
