Solicitation Number: W15QKN-15-R-0002 Notice Type: Modular Handgun System - Special Notice To Post Industry Day #3 Read Ahead Questions OVERVIEW: The Project Manager Soldier Weapons (PM SW) will be hosting a third Modular Handgun System (MHS) Industry Day Event on 28-29 October 2014 at Fort Belvoir, VA. The purpose of this event is to review and address any advanced questions that prospective vendors have provided regarding the DRAFT Request for Proposal (RFP), which was released on 29 September 2014. During this industry day event, the Government is seeking feedback on specifically the following topics: 60 day proposal submission response time and contract delivery requirements, Section B -Schedule, Statement of Work Requirements, and Evaluation Factors. Additionally, any and all questions related to this draft RFP are encouraged. This event will also include an exchange of information with participating vendors and U.S. Government. One-on-One Sessions will also be conducted as described below. This event is for U.S. Government planning purposes only and constitutes a request for exchange of information pursuant to FAR 15.201. This announcement should not be construed as a Request for Proposal (RFP) or a commitment by the U.S. Government. The U.S. Government does not intend to award a contract on the basis of this Industry Event. THIS IS NOT A SOLICITATION AND DOES NOT OBLIGATE THE U.S. GOVERNMENT TO ISSUE A SOLICITATION. The U.S. Government will NOT ACCEPT proposals at this time. NOTE: The U.S. Government will not be responsible for any expenses incurred by a vendor's decision to participate in this MHS Industry Event. All travel and other associated costs are to be assumed by the interested vendor. INDUSTRY DAY FORMAT: The MHS Industry Day will start at 8:00 am EST on 28 October 2014 at DAU-Thurman Auditorium (Humphreys Hall), with check-in beginning at 7:00 am EST. Industry Day will begin with a general session, and during this session the Government plans to present Government expectations of the MHS Program. At the conclusion of the general session, the Government will provide responses to previously received vendor written questions. The questions and answers presented at this session will be posted on FedBizOpps at a later date. The One-On-One sessions with the Government are to address specific concerns and to address the set of questions as follows: Read Ahead Questions for Industry for Industry Day 3 1.What do you expect (model/caliber) to submit as an MHS candidate? 2.Have you partnered with an ammunition/weapon manufacturer yet? 3.Are there any cost drivers in the PD or the RFP that you perceive as having very little benefit to your overall system submission? 4.Do you have a COTS item that will meet the requirements of the MHS? Please discuss. 5.What are the highest risk technical requirements in relation to your submission? 6.Are you planning on submitting one proposal or two? A one gun or two gun solution (full size and compact)? 7.Do you have any questions with respect to the Government seeking Government Purpose Rights? 8.What, if any, are your specific challenges to meeting the 60 day delivery requirements for bid samples and contract test packages to include ammunition quantities? 9.Do you have any issues with a 10 year contract? 10.What is your confidence for having all the required accessories including the holster sleeve and the suppressor in time for bid sample submission? Vendors will be allotted approximately 30 minutes. If a vendor has presentation materials that would assist in the discussion, these may include, but are not limited to, PowerPoint presentations, written material, videos, brochures, etc. Any electronic media must be on a CD/DVD. No USB flash drives are permitted. NO HARDWARE OF ANY KIND WILL BE PERMITTED AT THIS EVENT. Proprietary vendor information will be treated confidentially and discreetly. No cameras, tape recorders or other reproduction devices will be allowed.
