Description
NOTICE TO OFFERORS: FUNDS ARE NOT PRESENTLY AVAILABLE FOR THIS PROJECT. NO AWARD WILL BE MADE UNDER THIS REQUEST FOR PROPOSAL (RFP) UNTIL FUNDS ARE AVAILABLE. THE GOVERNMENT RESERVES THE RIGHT TO CANCEL THIS RFP EITHER BEFORE OR AFTER THE RFP CLOSING DATE. The 410th Contracting Brigade Regional Contracting Office, Soto Cano AB, Honduras intends to Issue a Request for Proposal (RFP) to award a single firm fixed price contract to provide all labor, tools, materials, equipment, transportation, supervision and other items to improve the following area: Barracks and restrooms; located at Comando de Ingenieros de las Fuerzas Armadas (CIFA) in La Libertad, El Salvador. The work shall comply with all applicable local codes. The contractor is responsible for verifying dimensions and other information presented in the specifications. The statement of work (SOW) includes: 1. The Contractor shall renovate designated barracks (1, 2, and 3) and restrooms. 1.1 The Contractor shall install all new electrical wiring and conduits shall be surface mounted unless specified otherwise. 1.2 For Barracks 1, 2, and 3 the Contractor shall furnish and install new 200 amp three phase 208/120 volt manual transfer switch to allow for connection with sustained operation utilizing a 75KW generator, 200Amp. 1.3 For Barracks 1, 2, and 3 the Contractor shall install new surface mounted 200amp, NEMA 1 208/120 volt, 24-circuit panel with a 100amp, 3-pole main circuit breaker. 1.4 The Contractor shall install new 120 Volt, 20 amp, duplex receptacles in each of three (3) bays in barracks 1, 2, and 3. 1.5 The Contractor shall replace the old light fixtures and install new 4 foot light fixtures in each of three (3) bays in barracks 1, 2, and 3. These fixtures shall be surface mounted T-8, 4-foot, 2-lamp strip light. 1.6 The contractor shall replace the ceiling fans, which shall have five blades 52-inch long, be white in color, and controlled with wall mounted variable speed control switch. 1.7 The contractor shall fabricate and install new window screens to cover all existing windows in the open bays, offices, separate rooms and bathrooms area in Barracks 1, 2, and 3. 1.8 The Contractor shall paint the interior walls, ceiling, doors, windows, and trims in Barracks 1, 2, and 3. All obvious nail holes, gouges, cracks, and other imperfections shall be properly covered with an approved type sealant. 2. The Contractor shall use 1/2 inch plywood to seal the entrances of all the bathrooms in Barracks 1, 2, and 3 after facility sanitation is completed and verified by the COR or KO. The above general outline of the principal features of work does not in any way limit the responsibility of the Contractor to perform all work required by the SOW, plans, and specifications. The work shall comply with all applicable local codes. The contractor is responsible for verifying dimensions and other information presented in the specifications. A Site Visit has been scheduled on 13 November at 10:00 a.m. at CIFA installations; located at La Libertad, El Salvador all interested parties are encouraged to attend, please confirm attendance to roberto.aviles9.fn@mail.mil PROJECT MAGNITUDE IS BETWEEN 100,000 and $250,000 The period of performance is 45 days after receipt of Notice to Proceed. This procurement will be issued as unrestricted. All responsible sources may submit a proposal. The office proposes to post RFP# W912QM-15-R-0001 to the FedBizOpps website (http://fbo.gov) on or about 20 November 2014 with an estimated 30 calendar day's response time. Once the solicitation is issued, it is incumbent upon the interested parties to review this site frequently for any updates/amendments to any and all documents. Contract award may be determined using the Source Selection procedures in FAR Part 15. All contractors are reminded, in accordance with DFARS 252.204-7004, Alternate A, System for Award Management (SAM), that lack of registration in the SAM system BY AWARD DATE may make a contractor ineligible for award. Please acknowledge all requirements in proposals. All interested parties are encouraged to attend the site visit. NO PARTIAL QUOTES WILL BE CONSIDERED. NO PARTIAL AWARDS WILL BE MADE. No response to this notice is necessary. This notice does not obligate the Government to award a contract nor does it obligate the Government to pay for any proposal preparation costs. Any questions, requests for information (RFI's) etc. relating to the upcoming solicitation must be submitted in writing via email to the individuals designated in the solicitation. Telephone requests for packages, questions, RFI's etc. WILL NOT be accepted.
