Description
This contract provides operations, maintenance, software, and analytics support for the HUD OIG Distributed Computing Environment (DCE) to accomplish the following mission critical services in accordance with all Federal rules, regulations and policies:  Supporting, maintaining and deploying DCE equipment located in the Central Server Facility (CSF) and Disaster Recovery Facility (DRF).  Supporting, maintaining, and deploying all approved local area networks (LANs) at HUD OIG locations.  Provide coordination and technical expertise during a WAN and Data Center recompete, award, and migration that will occur during the base year.  Supporting and maintaining end-user workstations. The end-user workstation includes a laptop computer, laptop docking station, a flat screen monitor, a keyboard, and a mouse.  Supporting and maintaining wireless equipment, to include iPad(s), iPhone(s), and Windows Mobile Devices.  Provide mobile device management support for HUDOIG's inventory of 400 mobile phones and tablets.  Supporting and maintaining other end-user network-connected hardware (desktops, video conferencing equipment, printers, and scanners).  Supporting and maintaining the hardware for the custom-built application infrastructure.  Supporting, maintaining, and monitoring security for the infrastructure and applications including data and databases.  Providing end-user support across the HUD OIG infrastructure.  Support for internal litigation holds and basic internal eDiscovery activity  Performing DCE operations and maintenance (e.g., backups, routine maintenance).  Providing and maintaining updated documentation for DCE according to industry standard configuration management practices.  Supporting the migration of data centers to the cloud in collaborative partnership with cloud provider technical team.  Reduce the amount of hardware within the overall HUD OIG Infrastructure to comply with Federal directives [i.e. OMB, Presidential directives, etc.]  Provide security controls that are confirmed to meet the security standards for Moderate Impact systems as described in NIST SP 800-53 with an accepted Certification and Accreditation (C&A).  Provide a seamless Single sign-on service spanning access to the DCE and cloud based applications and data.  Provide expanded access to state-of-the-art collaborative tools and capabilities (such as instant messaging, soft phone integration, on-line meetings, shared workspace, social media, groupware, workgroup support systems, etc.)  Support the design, planning, architecture of predictive and data analytics infrastructure.  Provide analytics expertise in the selection, evaluation, and advice that contributes towards the direction of HUDOIG's predictive and data analytics tool set.  Provide mid-level data analytics services based on request tickets received from audit and investigations.  Support internal video broadcast servers  Provide connectivity support to Multi-Function Devices  Coordinate shipping, tracking, and inventory of technology equipment to and from field offices and headquarters.  Support the migration of data storage to a virtualized infrastructure.  Support the installation and set-up of new SAN Storage devices, as appropriate.  Support the planning and execution of workstation refresh cycles currently passed every 4 years and scheduled for June 2016.  Support the possible migration or hybrid integration of MS Office application services with an alternatively hosted (cloud) environment.  Support the migration of selected agency-wide applications to an alternatively hosted (cloud) services provider.  Support and maintain an e-mail, collaboration, case and audit management infrastructure that will ensure access for all HUDOIG users in the event of failure at any one provider location.  Provide 24x7 troubleshooting service for inquiries, outages, issue resolutions, etc.  Support the migration of existing messaging services (Microsoft Exchange) to an alternatively hosted services provider (cloud).  Provide e-mail archiving capability with extensible storage and the ability to mark and retain data to support litigation hold requirements.  Provide robust and rapid search (full text) capability to enable forensics and e-discovery across archived and active files.  Provide ad-hoc IT projects/services not included above as directed by the OIG. The Contractor shall furnish the necessary personnel, materials, equipment, software, telecommunications, facilities and related services required to perform this Contract. The Contractor is not responsible for  Supporting and provisioning of telephone lines and service.  Hosting, supporting and maintaining the physical Central Server Facility  Hosting, supporting and maintaining the physical Disaster Recovery Facility  Deploying the wide-area network (WAN)
