Description
This announcement constitutes a sources sought. The Department of the Air Force, Air Forc e Materiel Command (AF MC), Air Force Life Cycle Management Center (AFLCMC), Mobility Directorate (AFLCMC/WL), C-130 Hercules Division (AFLCMC/WLN), C-130J Branch (AFLCMC/WLNN), Wright-Patterson Air Force Base, Oh i o (WPAFB) intend s to acquire, all necessary efforts assoc i ated with the analysis, study, planning, design, deve l opment, prototype, qual i fication, test (including flight test), draft modification instructions an d supporting operational/maintenance publication updates, Tr i al K it Inst a ll at ion ( TK I) and program m atic documentat ion for C130-J system de v e lopm ent upgrades. The proposed contract w ill enhance capabilities of the C - 130J and a ll ow continual aircraft improvem ent in the following areas : - Types of Developmental Activity Performed: -- Hardware Component Subsy st em Development & Test -- Software Development, Test, & Inv est i gations -- I dentification of Impacts & Updating t h e Support Structure for Organization, In t ermed iate, & Depot, as a pplicable, including efforts to --- Design, Develop, Document, & Test Support Equipment --- Develop and Perform Combined Certification & Verification of Technical Orders --- Define & Document Spares Requirements -- Design, Develop, & Document Training System Changes --- Update Other Integrated Logistics Support Elements as Necessary --- Support of Manufac t uring Readiness Assessments (MRAs) -- Request for Proposal Support -- Hazardous Material (HAZMAT) E l imination/Reduction -- Systems Engineering - - Kit Prototyping -- Flight Testing of Changes -- Development of Solutions to OMS It is contemplated that a contract will be awarded by November 30, 2014 with an ordering period of five (5) years. The first contemplated effort is for Item Unique Identification (IUID) Implementation for Block 8.1 which addresses completing the required non-recurring engineering (NRE) necessary to define IUID marking requirements for the identified parts as well as defining the recurring tasks associated with marking and entering the IUID data into the Department of Defense (DoD) IUID Registry. TECHNICAL DATA MAY BE AVAILABLE IN SUPPORT OF FUTURE REQUIREMENTS ON A CASE-BY-CASE BASIS. The National American Industry Classification System (NAICS) code for this procurement action is 336411. Please indicate number of employees relative to the size standard of 1,500 for determination of small business status. Responders shall include their assigned Data Universal Numbering System (DUNS) number and their Commercial and Government Entity (CAGE) code. An Ombudsman has been established for this acquisition. The only purpose of the Ombudsman is to receive and communicate serious concerns from potential offerors when an offeror prefers not to use established channels to communicate his concern during the proposal development phase of this acquisition. Potential sources should use established channels to request information, pose questions, and voice concerns before resorting to use of the Ombudsman.
