The TDP is marked Distribution D. Distribution Statement D means distribution authorized to the Department of Defense and U.S. DOD contractors only (Critical Technology) and contains technical data whose export is retricted by the Arms Export control Act, (Title 22, U.S.C., Section 2751 et seq.) or the Export Administratio Act of 1979, as amended, Title 50, U.S.C., app 2401, et. seq. Violations of these export laws are subject to sever criminal penalties. Prospective offers must be registered with the US/Canada Joint Certification Office. Offerors should submit their certification via DD Form 2345. In order to provide the data to foreign subcontractors, offerors must apply for an export license. An offeror's delay in applying for DD Form 2345 certification or an export license will not be a basis to extend the closing data of any future Request for Proposal (RFP). For information on becoming certified, see www.logisticsinformationservice.dla.mil/jcp/. Restricted technical data will not be forwarded to a contractor who has not been certified. The TDP will be available electronically on the Federal Business Opportunities (FBO) website, http://www.fbo.gov. Both an FBO account and a current DD Form 2345, Military Critical Technical Data Agreement with Defense Logistics Information Service (DLIS) are required. To obtain a current DD Form 2345, go to http://www.logistics informationservice.dla.mil/jcp/. To obtain an FBO account, go to https://www.fbo.gov/index. To request access to the TDP, the data custodian listed on the DD Form 2345 must submit a request on the FBO website at https://www.fbo.gov. All information regarding the 40mm Grenade Family System DRAFTsolicitation, including questions and answers, will be posted under the 40mm Grenade Family System heading at: https://www.acc.army.mil/contractingcenters/acc_ri/business_opportunities/draft_solicitations_scope/index.html. The formal solicitation will be issued under the same RFP number (W52P1J-13-R-0078) to the Army Single Face to Industry (ASFI) website: https://acquisition.army.mil/asfi/default.cfm All contractors who provide goods/services to the Department of Defense (DoD) must be registered in the Systems for Award Management (SAM).
