Description
This is a Market Survey/Request for Information (RFI). The Federal Aviation Administration (FAA) is seeking information regarding market availability for Personal Computer (PC)-Based Runway Visual Range (RVR) systems. This announcement is NOT A SCREENING INFORMATION REQUEST (SIR) or REQUEST FOR PROPOSAL (RFP). The FAA is not seeking or accepting unsolicited proposals. Vaisala Incorporated located in Louisville, CO is the incumbent contractor and was awarded Contract DTFAWA-05-C-00064. This contract expired on August 31, 2014. The FAA must continue to procure PC- Based Runway Visual Range (RVR) systems and system components, without interruption, for replacement of all aging system types and for the Navigation Programs Lighting Systems Group (LSG) to meet emerging new requirements. To successfully perform this requirement and minimize risk to the FAA, potential vendors must: 1. Demonstrate capability to produce a PC Based RVR system that meets all requirements in the PC- Based Runway Visual Range (RVR) system Draft FAA-E-2772B SCN #2 Specification; 2. Have a fully operational production line capable of producing PC Based RVRs within four months after contract award.; and 3. Be able to produce two PC-Based RVR systems per month Potential vendors must provide the FAA with documentation for review that describes the offerors technical knowledge and capability to achieve the requirements set forth above. Documentation submitted must be no more than 8 pages. The responses to this market survey will be used for informational purposes only to determine market availability. Be advised the FAA reserves the right to use the information received in response to this announcement to make decisions relative to defining requirements for future FAA solicitations. All interested parties responding to this market survey must comply with the FAA Acquisition Management System (AMS) clause 3.6.4-2, Buy American Act “ Supplies. Full text for the Buy American Act can be located at www.conwrite.faa.gov. All interested parties are advised that the FAA will NOT pay for any information or any administrative costs incurred that are associated with any response received from industry in response to the request for comments. Therefore, any costs associated with and submissions from an interested party will be solely at the interested party's expense. Failure to respond to this request will not result in exclusion from any future competition. The NAICS code for this work is 334519, Other Measuring and Controlling Device Manufacturing. If other NAICS codes are believed to be appropriate, you should identify the NAICS code that you believe to be applicable and include an explanation in your response to this market survey. The FAA requires that all submittals, including attachments, be submitted electronically to the email addresses listed below. Please submit as a MS Word file in the English language. All responses (one response per company) must be provided on company letterhead. No type font less than 12 points may be used.
