Description

Redacted Limited Sources Justification and Approval This Limited Sources Justification is for Other Than Full and Open Competition in accordance with FAR 6.302-1(a)(2). This redacted Justification and Approval is submitted to the Government Point of Entry (GPE) in accordance with FAR 6.305. This document provides justification to limit the competition of the Engineering and Manufacturing Development (EMD) and Initial Production of the Three-Dimensional Expeditionary Long-Range Radar (3DELRR) system to Lockheed Corporation, Mission Systems and Training; Northrop Grumman Systems Corporation, Electronic Systems; and Raytheon Company, Integrated Defense Systems. A new contract was awarded through limited competition on 6 October 2014 for the EMD, Initial Production, and Interim Contractor Support (ICS) of the 3DELRR system to Raytheon Company, IDS (FA8730-15-C-0004). 3DELRR will be the principal USAF long-range, ground-based sensor for detecting, identifying, tracking, and reporting aerial targets for the Joint Force Air Component Commander (JFACC) through the Theater Air Control System (TACS).
