Description
The Department of Commerce (DOC), National Oceanic and Atmospheric Administration (NOAA), National Environmental Satellite, Data, and Information Service (NESDIS), Center for Satellite Applications and Research (STAR), intends to negotiate a sole source contract, under the authority of FAR 6.302-1, with Northrop Grumman Aerospace Systems, Once Space Park, Redondo Beach, CA 90278. A twelve-month plus one additional option year, cost plus fixed-fee follow-on contract is being sought for continuation of the NPP algorithm development, integration and testing, anomaly resolution, calibration, validation, and execution support. The task area supports the technical execution of the Suomi NPP (S-NPP) and JPSS-1 prelaunch algorithm calibration/validation. The North American Industry Classification System (NAICS) code 541330. This notice is published for informational purposes only and is not a request for competitive quotations, proposals, or bids. No solicitation documents are available or will be issued. Any firm that believes it can meet the requirements may give written notification prior to the response due date. The Government will not be responsible for any costs incurred by responding to this notice. All responses are required to be submitted before November 4, 2014, 4:00 p.m. Pacific Time, and shall be submitted via e-mail to adissu.geleto@noaa.gov with copy to laurie.davis@noaa.gov. Responses must indicate in the subject of the email: Notice of Intent Question Submission - Algorithm Calibration/Validation. Telephone requests or inquires will not be accepted. All responses must include a written narrative statement of capability, including detailed technical information demonstrating the company's ability to meet the above requirements without disruption to the transition of NOAA's Suomi NPP (S-NPP) and its follow-on JPSS-1, and its operational readiness of calibration and validation tools and processes, JPSS program development, launch, and transition to operational status. The response must be sufficient to permit agency analysis to establish a bona fide capability to meet the requirements, including recent and relevant past performance. Failure to submit such documentation shall result in the Government proceeding as stated above. A determination by the Government not to open the requirement to competition based upon responses to this notice is solely within the discretion of the Government.
