- **PLEASE READ: THIS IS A PRE-SOLICITATION NOTICE. NO OTHER INFORMATION IS AVAILABLE UNTIL THE SOLICITATION IS ISSUED ON THE DATE IDENTIFIED BELOW** Solicitation Documents: The solicitation will be issued as a Request for Proposals (RFP) under expedited procedures due to the urgent and compelling need to start work as soon as possible. The solicitation documents will be available electronically to download from this website on or about October 14, 2014 Description: The purpose of this project is to repair road infrastructure damaged during the White fire and fire suppression efforts of August 2014. The objective of Burned Area Emergency Response (BAER) efforts is to protect public safety and Forest Service investment in road infrastructure by restore traffic signs and improving road surface drainage. Work includes constructing rolling dips, grading roads, cleaning ditches, reconditioning, repairing and cleaning existing drainage structures, installing new drop inlet covers, installing flared end sections on existing culverts, repairing existing gates and installing lock open posts on existing gates. The project is subject to a Limited Operating Period (LOP) where generally no work can commence from October 15th to April 15th. However, the LOP is weather dependent and work can be performed on this project provided (a) that the contractor monitors the weather and assures that the roads and slopes the contractor is working on will not be damaged due to erosion or storm events, and (b) obtains Forest Service approval for the work to be performed. The project is organized as a base project with an option for additional work if weather conditions are favorable and sufficient funds are available. Location: The project sites are located along Forest Service roads within the Whites Fire perimeter which are on the Salmon Ranger District of the Klamath National Forest. The Project Roads are primarily located near or off of Sawyer's Bar Road ranging from 13 to 22 miles southwest of Etna, California. The solicitation will include project location maps for project roads and their locations. Price Range: $250,000 - $500,000 Contract Time: 90 days for the base project, 30 additional days if the option items are awarded. Estimated Start Date: November 3, 2014. Prebid Site Visit : A site visit is not scheduled. Set-Aside : This project is 100% set aside for HubZone small businesses. Bonds: A Bid guarantee is required with the offer, bid guarantees will be allowed to be submitted electronically with the proposal with follow up of original. Payment and Performance Bonds for the full contract price will be required of the successful contractor and will need to be furnished within 5 days of award. Response Location: Offers will be accepted at the Northern California Acquisition Service Area, Redding Office, located within the Shasta-Trinity National Forest Headquarters at 3644 Avtech Parkway, Redding, CA 96002 NO LATER than 4:00 p.m. PDT on date indicated on solicitation. SAM REGISTRATION REQUIREMENTS : Prospective contractors must be registered in the System for Award Management (SAM) prior to award. SAM is a consolidation of the former Central Contractor Registration (CCR) and On-line Representation and Certification Application (ORCA) databases.
