- The Army Corps of Engineers Wilmington District intends to issue a solicitation for the alteration, modernization, upgrade, manufacturing, delivery, and installation of switchgears, a transformer, governor controls and automatic voltage regulators (AVRs) to include the construction of a new building and removal/disposal of old switchgears/transformers/AVRs in and/or outside of the Philpott Lake Powerhouse in Bassett, VA. The Contractor will be responsible for providing all services, supplies, and construction for the relocation and rehabilitation of these electrical components. This shall include: -Supply and installation of 13.8 Switchgear, new 480VAC Switchgear, and new transformer -Supply and installation of two (2) new governor controls and related accessories -Supply and installation of two (2) automatic voltage regulators (AVR) -Construction of a new building to house the Switchgear, transformer, governor controls and automatic voltage regulators of the Powerhouse. The solicitation will be issued on or about 24 October 2014. A pre-proposal site visit will be determined at a later date and included in the solicitation. It is the Government's intent to award a Firm Fixed Price contract. This solicitation will be UNRESTRICTED. The North American Industry Classification System Code (NAICS) is 237130 with a small business size standard of $36,500,000. Period of performance shall be 180 calendar days from date of contract award. Any award to be made from the upcoming solicitation will be based on the lowest price technically acceptable proposal using three (3) evaluations factors for technical acceptability: 1. Technical Merit, 2. Past Performance, and 3. Price. All potential sources must obtain a DUNS number and register in the System for Award Management (SAM) at www.sam.gov. The offer due date will be stated in the solicitation. The entire solicitation will be made available only on the FedBizOpps website at http://www.fbo.gov. Paper copies will not be available. No telephone, faxed or mailed requests will be accepted. Those registering are responsible for the accuracy of the information on the website. Registration must include the firm's physical address, telephone number, a valid fax number and a point of contact. All notifications of changes to this solicitation shall be made through the FedBizOpps website. Therefore, offerors who have registered are responsible for reviewing the FedBizOpps website as necessary for any posted changes to the solicitation.
