- This contract action was accomplished using other than competitive procedures because there is only one responsible source due to a unique capability provided, and no other supplies or services will satisfy agency requirements (FAR 6.302-1). See posted J&A for further information. The JIATFS has a requirement for to upgrade the components of the current Sunair High Frequency (HF) transceivers to increase their Automatic Link Establishment (ALE) technology from 2nd generation to 3rd generation. the upgrades are to be provided as a Field Change Kit; 13 Field Change Kits are required.
