- Draft Statement of Work Draft Statement of Work: TSA is hereby providing a draft version of the PELSS Statement of Work (SOW) to industry for questions and comments. Please note that this document is being provided for data gathering and planning purposes only. This announcement does not constitute a solicitation and should not be construed as a commitment by the Government to issue a solicitation or award a contract. Interested parties are encouraged to submit questions and comments on the provided SOW in writing to the points of contact indicated on this announcement no later than 3:00PM Eastern on Monday, October 6, 2014. All questions and comments will be taken into consideration as the SOW is finalized. TSA does not intend to, but reserves the right to contact respondents and publicize questions and comments received.
