Description
The Program Manager for Training Systems for the U.S. Marine Corps intends to award a five year firm fixed price contract on a sole source basis to Bohemia Interactive Simulations Inc., 3050 Technology Parkway, Suite 110, Orlando, FL, 32826 for Virtual Battle Space (VBS) Software Development and Post-Deployment Software Support (PDSS) for the Deployable Virtual Training Environment (DVTE) system. The estimated value for this procurement is $12.327 million. The proposed contract action is to procure USMC specific software development packages for VBS and to procure PDSS for the current VBS software utilized on DVTE training systems that are resident throughout the Marine Corps. Anticipated VBS development efforts include Artificial Intelligence/Automated Battle Drills, AAR Enhancements, Battle Field Realistic Physics, Customizable Life Forms, VBS FIRES/STRIKE Phase III, Shipboard Operations (Amphibious Operations and Vessel Boarding Search & Seizure), Small Unit Training Enhancements (to include Squad Immersive Training Environment (SITE)), Non-Lethal Weapons Functionality, Office of Naval Research (ONR) Transition Requirements, and C2 Device Interoperability Phase II. The Marine Corps has an enterprise license for the unlimited distribution of the compiled executable VBS files for Marine Corps purposes but has no distribution rights to the source code. As the developer and proprietary owner of the gaming engine and software, Bohemia is the only entity that can license the use of VBS and therefore VBS cannot be leveraged or modified by other contractors to support the Marine Corps requirements. It is the Government's belief that only one source is capable to meet the requirements, and no other supplies or services will satisfy the requirement. All questions, concerns, and information should be addressed to Janet Fondriest at janet.fondriest@usmc.mil or mailed to Janet Fondriest at the contracting office address listed below. No phone calls will be accepted. Contracting Office Address: M67854 MARINE CORPS SYSTEMS COMMAND/PM TRASYS 12350 Research Parkway Orlando, FL 32826-3275.
