- Strategic Acquisition Center - Frederick (SAC-F), on behalf of the Department of Veterans Affairs, issued Solicitation No. VA119A-14-R-0177, on May 23, 2014 for contractor support to perform education and training across the homeless continuum, supported by targeted, time-limited mentoring to newly hired Veteran Health Administration (VHA) Community Employment Coordinators (CEC, see position description at Attachment D) at all VA Medical Center (VAMC) sites as identified at www.va.gov over an initial 12 month period. The training will lay a foundation to increase the emphasis of competitive employment as a strategy to assist homeless Veterans obtain and maintain permanent stable housing and to improve competitive employment outcomes among homeless Veterans. The procurement was conducted as a 100% Service-Disabled Veteran-Owned Small Business competition using Contracting by Negotiating procedures in FAR Part 15 and the VAAR. It was the Government's intention to award one Firm-Fixed Priced Indefinite Delivery/Indefinite Quantity (IDIQ) contract. The Government reserved the right NOT to award based on the proposals received. Evaluations were conducted and selection was made in accordance with the guidelines provided in the FAR, VAAR, and solicitation. The NAICS code for this acquisition is 611430 with a small business size standard of $11,000,000. The contractors must have been registered and verified in the VetBiz.gov Vendor Information Pages (VIP) database at (http://www.VetBiz.gov) in accordance with VAAR 852.215-70 and registered in the System for Award Management (SAM) as required by FAR subpart 4.11, to have been eligible to receive the contract award. The following award information is provided: "Contract: VA119A-14-D-0040 Award Date: 9/26/2014 The minimum contract order for the contract is $700,000.00. The maximum contract order is $4,900,000.00.
