- Notice Type: Award Notice Synopsis: The Department of Veterans Affairs, Salt Lake City Region Office intends to award a sole-source contract to CFM Facility Services for a period of two months with the option to extend for an additional 2 months to allow sufficient time to solicit and award a new contract for the required services. This notice of intent is not a request for quotes. Solicitation documents for the new contract were posted as a GSA eBuy using FAR 8.002-1. Upon the basis of the following justification, I hereby approve the issuance of the contractual action described below using other than full and open competition, pursuant to the authority cited herein. Identification of Agency Department of Veterans Affairs, Salt Lake City Regional Office, 550 Foothill Drive, Salt Lake City, UT 84158. JUSTIFICATION AND APPROVAL FOR OTHER THAN FULL AND OPEN COMPETITION: This purchase will be under the Simplified Acquisition Procedures and Other than Full and Open Competition as authorized under FAR 13.106-1(b)(1)(i). The anticipated award date is October 1, 2014. Nature of Action Being Approved: This justification and approval sets forth the facts and requests approval for the issuance of a sole-source contract with CFM Facility Services to support the Fort Harrison Regional Office. Justification Rationale: CFM Facility Services have been providing the services for the last two years. A break in services would create undue hardship on employees and veterans working and visiting the facility. Required background investigations have been completed for employees and subcontractors. Description of Services: CFM Facility Services have been providing facility management/support services for the Department of Veterans Affairs, Fort Harrison Regional Office, Fort Harrison, MT. Facility management/support services includes the following: Landscaping, Grounds Maintenance and Snow Removal, Preventative and Auxiliary Maintenance of HVAC and Utilities Systems, Preventative and Auxiliary On-Call Maintenance of Fire Suppression Systems, Janitorial Services, Maintenance and Repair of Buildings, Structures, and Related Systems, and Pest Control.
