- The USPFO for Arkansas intends to issue a Request for Proposal (RFP) to provide Lodging and Transportation Services for the National Guard Professional Education Center (NGPEC), Camp Robinson, North Little Rock, Arkansas. The resulting award will be for a service contract for a base period of one year with four (4) one year options. A brief synopsis of the services required is as follows: Contractor shall provide all personnel, equipment, tools, materials, management, supervision, transportation, and other services necessary to perform guest lodging services in Independence Hall, Liberty Hall and Patriot Hall at the National Guard Professional Education Center (NGPEC) on Camp Joseph T. Robinson, North Little Rock, Arkansas. Currently there are 672 Guest Rooms in these buildings. Services performed shall consist of front desk operations, room reservations, housekeeping (672 rooms & commons areas), and transportation of students and guests staying in NGPEC lodging as well as those that are billeted off-post. In a one year period, 21,182 guest reservations were made and lodging provided for those attending training or events at NGPEC. The solicitation is unrestricted and all eligible parties may submit an offer. The North American Industry Classification System (NAICS) code is 721110 - Accommodation Hotels (except casino Hotels) and motels and the size standard is $30,000,000.00. The solicitation will be issued in electronic format only and will be available on or about 17 Oct 2014. The offer closing date will be specified in the solicitation when it is issued. The contract issued will be Firm Fixed Price. The contract will be awarded under Federal Acquisition Regulation Parts 12 and 15. A best value award decision will be made from proposals received were the technical evaluation factor is rated higher than the past performance, small business participation and price evaluation factors. The technical, past performance and small business factors when combined are significantly more important than price or cost. The FedBizOpps.gov website will be used to issue the solicitation, amendments or any other information concerning the solicitation. No additional media (CD-ROM, floppy disks, faxes, emails etc) will be provided. Paper copies of this solicitation will not be available. Other methods of requesting a package will not be honored. Offerors must be registered in the System for Award Management (SAM) in order to be eligible to receive an award from any Government solicitation. For more information visit the SAM website at http://www.sam.gov. After completing SAM, in order to download documents contractors and their subcontractors must register at www.fbo.gov. In order to locate the solicitation, interested parties can go to FedBizOpps website and search for the solicitation number at www.fbo.gov. Interested vendors can register at the website to be put on an interested vendors list (IVL) for the solicitation that others can access through the FedBizOpps site. It is the offerors responsibility to check the FedBizOpps site as necessary for any posted changes to this solicitation and all amendments. A site visit/conference will be held on-or-about 6 Nov 2014, 10:00AM local time, this date is tentative and the actual location, date and time will be in the solicitation when issued. Include the number of people who will be attending to aid in preparations for the site visit. Entry to Camp Joseph T. Robinson is controlled; attendees will need to provide Identification (Driver License), vehicle registration and proof of vehicle insurance at the Camp Robinson main gate entrance prior to entry. If you will be attending the site visit please ensure you arrive allowing for time at the gate to obtain a pass and locate the conference room building prior to 10 A.M. local time start. Those attending the site visit/conference should not plan on the meeting ending before 2 P.M. local time.
