Description
This contract action was accomplished using other than competitive procedures because a statute exists that expressly authorizes or requires that the acquisition be made from a specific source or through another agency (FAR 6.302-5); specifically, Sole source awards under the 8(a) Program. Per FAR 6.302-5 a J&A is not required for this award. The project will consist of renovating a secure area within Building 20676 which has a total area of 5,269 SF. The AJOC (Albuquerque Joint Operations Center) comprises 2,319 SF with the reachback team comprising an area of 733 SF. The contractor will need to demo existing walls, floorings, ceilings, and existing electrical components, along with reconfiguring the existing HVAC and Sprinkler system to meet the user's needs and in accordance with the most current SCIF requirements. The Contractor shall comply with applicable portions of the Technical Specifications for Construction and Management of Sensitive Compartmented Information Facilities, Version 1.2, which may be retrieved at http://www.ncix.gov/publications/policy/docs/Technical_Specifications_for_SCI F_Construction-V1.2.pdf The contractor will need to modify the existing IDS (intrusion detection system) and access controlled entrance door. All finishes are listed in the drawings and specifications. The contractor shall follow the drawings on which receptacles are to be demoed. Recent site asbestos survey indicates no asbestos-containing materials (ACM) in the existing demolitions area (see attachment 1). Abatement of ACM will not be required to complete the renovation. Comm. shall be routed to the users existing server room within Building 20676 and to a single point located within the SCIF. The contractor shall follow all of the notes listed on the drawings along with specifications which depict locations on where materials are to be installed.
