- This is a Draft Quality Assurance Surveillance Plan (QASP) subject to change prior to release of the Request for Proposal. This is a Draft Performance Work Statement (PWS) subject to change prior to release of the Request For Proposal. Agency: National Oceanic and Atmospheric Association (NOAA) Office: National Environmental Satellite, Data, and Information Service (NESDIS)/National Climatic Data Center (NCDC) This is a SPECIAL NOTICE for information purposes the requirements for Regional Climate Centers for NOAA/NESDIS. NCDC is seeking to inform potential domestic regional climate service providers of the potential requirements of the Regional Climate Center Program as the Government prepares for an upcoming Request for Proposal (RFP). Attached to this notice are a DRAFT Performance Work Statement (PWS) and a DRAFT Quality Assurance Surveillance Plan (QASP). This SPECIAL NOTICE is issued solely for information and planning purposes. It does not constitute a solicitation (Request for Proposal or Request for Quotations) or a promise to issue a solicitation in the future. As stipulated in FAR 15.201(e), responses to this notice are not considered offers, shall not be used as a proposal, and cannot be accepted by the Government to form a binding contract. This SPECIAL NOTICE does not commit the Government to contract for any supply or service whatsoever. Furthermore, we are not seeking proposals at this time. Respondents are advised that the Government will not pay for any information or administrative costs incurred in response to this SPECIAL NOTICE. All costs associated with responding to this SPECIAL NOTICE will be solely at the responding party's expense. Any questions or comments may be submitted to the Contract Specialist.
