- INDEX, WHITE 26 X 33' - 100 The U.S. Government Printing Office (GPO) intends to issue a sole source contract in accordance with MMAR 6.302-1 to Xpedx Paper Company (Hanover MD) to procure paper to produce fingerprint cards. The paper must be identical from manufacturing run to manufacturing run. Xpedx Paper Company product has been tested in accordance with JCP testing criteria and approved. The GPO has identified only one source that could meet our requirement. Due to immediate need of this critical item and to maintain GPO's inventory levels there is not adequate time to test, approve and manufacture this product to meet our delivery schedule. GPO will seek other sources to meet our requirements in the future. Under the authority of USC 2304©(1) pursuant for MMAR 6.302.1(a)(2)(ii)(A) "Only one responsible source and no other suppliers or services will satisfy agency requirements", for this critical product. This notice is not a request for quotes/proposal (RFQ/RFP). A determination by the government not to compete this proposed effort on a full and open competition basis is solely at the discretion of the government. Oral communications are not acceptable in response to this notice. All inquiries and/or concerns must be addressed to Beverly Williams via bwilliams@gpo.gov (subject heading "PR# 3028") no later than 12:00 (noon) eastern time Wednesday, October 1, 2014.
