- The Army Contracting Command - Redstone Arsenal (ACC-RSA) under the authority of the Federal Acquisition Regulation (FAR) Part 13, Simplified Acquisition Procedures, and Federal Acquisition Regulations (FAR) 6.302-1 entitled, quote mark Only one responsible source and no other supplies or services will satisfy agency requirements quote mark, as supplemented with additional information included in this notice, this announcement constitutes the only solicitation; any offers will be considered; however, it is the Government's intent to award a sole-source purchase order to Spectro, Inc. In accordance with FAR 6.302-1, the Government intends to award a sole source contract for services to provide the Army Oil Analysis Program (AOAP), for maintenance services on AOAP's fleet of LNFs, ASPs, A-HSVs, FDMs and Spectro-Visc viscometers. These instruments analyze used lubricant samples as part of a suite of tests performed in AOAP laboratories to detect impending component failures, allowing Army units to identify faults and perform maintenance before more severe/catastrophic damage to components occurs. This requirement is for a Base year with four option years. Period of Performance: Base year: 30 Sep 2014 to 29 Sep 2015. Option year 1: 30 Sep 2015 to 29 Sep 2016. Option year 2: 30 Sep 2016 to 29 Sep 2017. Option year 3: 30 Sep 2017 to 29 Sep 2018. Option year 4: 30 Sep 2018 to 29 Sep 2019 The Contractor shall furnish all personnel, equipment, labor, tools, materials, supervision, transportation and other items and services necessary to perform Oil Analysis commercial off the shelf (COTS) product related configuring services in support of configuration and data management processes for the Army Oil Analysis Program (AOAP), Aviation Systems, Redstone Arsenal. The following provisions apply to this acquisition: 52.212-1, Instructions to Offerors - Commercial. The offeror must include a completed copy of the provision at 52.212-3, Offeror Representations and Certifications -- Commercial Items, with its offer. 52.212-4, Contract Terms and Conditions -- Commercial Items. 52.212-5, Contract Terms and Conditions Required To Implement Statutes Or Executive Orders -- Commercial Items. 252.232-7003 Electronic Submission of Payment Requests and Receiving Reports. 252.212-7001 Contract Terms and Conditions Required to Implement Statutes or Executive Orders Applicable to Defense Acquisitions of Commercial Items. The Government will award a contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the government, price and other factors considered. The following factors shall be used to evaluate offers: Technical capability and price. Award will be made to the lowest price technically acceptable offer. This solicitation is issued as a Request for Quote (RFQ). In accordance with FAR 5.207, all responsible sources may submit a capability statement, proposal, or quotation, which shall be considered by the agency.
