- The U.S. Army Corps of Engineers (USACE), Philadelphia District, intends award a Sole Source contract to Caterpillar, Inc., 14009 Old Galena Rd TC-A, Mossville, IL 61552-7547, to provide one (1) Amphibious Hydraulic Undercarriage, pontoon dimensions 5ft high by 6ft wide by 32ft long, with a diesel powered, heavy duty, hydraulically operated Model 329E Caterpillar Excavator or similar equipped with a Super Long Reach 60 foot long boom, stick and bucket arrangement, capacities and all other equipment, features, accessories, training, manuals, and delivery. Caterpillar is the only firm that can provide an excavator that meets the Government's needs and is already compatible with the Wilco pontoons inclusive of the super long reach excavator. Acquiring this amphibious excavator from other vendors requires a great deal of engineering and modification would be necessary to make their current equipment meet the Government's needs. The intent of this procurement is to award on a limited source basis under Federal Supply Schedule program as authorized by FAR 8.405-6(a)(1)(i)(B). Interested organizations may submit their capabilities and qualifications to perform the effort in writing to robert.w.hutcheon@usace.army.mil no later than 12:00 pm EST on 30 September 2014. A determination by the Government not to compete this proposed effort on a full and open competition basis, based upon responses to this notice, is solely within the discretion of the government. Oral communications are not acceptable in response to this notice. No RFQ will be issued based upon this Notice of Intent. The Government will not pay for information received. The NAICS code is 333120 and the business size standard is 750 employees.
