Description
This contract action was accomplished using other than competitive procedures because a statute exists that expressly authorizes or requires that the acquisition be made from a specific source or through another agency (FAR 6.302-5); specifically, Sole source awards under the 8(a) Program. Per FAR 6.302-5 a J&A is not required for this award. The Contractor shall provide all personnel, equipment, supplies, facilities, transportation, tools, materials, supervision, and other items and non-personal services necessary for conversion of Building Inventory forms and production of an Illustrated History of Kirtland Air Force Base as defined in this Performance Work Statement (PWS), except for those items specified as Government furnished items and services. The Contractor shall perform to the standards in this contract. Task #1: Building Inventory Data Conversion:The New Mexico State Historic Preservation Office (SHPO) has implemented a new standard form for building surveys Historic Cultural Property Inventory (HCPI). All of Kirtland's standard forms for historic buildings are currently in the outdated Historic Building Inventory (HBI) format. For future review and concurrence with Kirtland AFB, the SHPO will require building information to be submitted on HCPI forms completed following the HCPI Instruction Manual (October, 2013).The Contractor must have a user agreement with the Archaeological Records Management Section (ARMS) of the SHPO to access the HCPI database and be able to register the projects in the New Mexico Cultural Resources Inventory System (NMCRIS). Deliverables: The contractor shall convert approximately 460 275 HBI forms to the new HCPI format. The new HCPI form consists of a Base Form and a Detail Form. The two forms will be completed for all HBI forms, regardless of whether the property has been recommended as eligible, not eligible, or undetermined for inclusion in the National Register of Historic Places (NRHP) or State Register of Cultural Properties (SRCP). Task #2: Illustrated History Publication:This project will support an existing Memorandum of Agreement (MOA) between the SHPO and Kirtland Air Force Base (AFB). The objective of this project is to produce an Illustrated History of the Kirtland AFB in a magazine format for the public. The preparation of the Illustrated History publication shall be completed under HABS/HAER (Historic American Buildings Survey and Historic American Engineering Record) guidelines. The document will be prepared from selected text and images as approved by Kirtland Technical POC. The Contractor shall coordinate and prepare an Illustrated History of the Kirtland AFB to include histories of buildings (or districts) in an electronic eBook format. The Contractor shall research themes for the publication and in coordination with the Technical POC for Kirtland AFB agree on the format and content of the publication. Content shall include archival photos, documents or other relevant information, a historic context to describe the significance of the resource. The Contractor shall use the best available documentation such as from the Albuquerque Museum for photographs that have been archived or Base records. Documentation shall adequately explain and illustrate what is significant about the historic area or facility. The written history shall be based on primary sources to the greatest extent possible and shall be footnoted and include a bibliography of consulted materials. Deliverables: The contractor shall provide an electronic formatted version (Adobe or Microsoft) of the content for the purpose of printing a hard copy version of the book. Formatting will be suitable for publication. The Contractor shall produce 150 copies of the final draft and provide a CD of the publication / 'magazine' for the Kirtland Technical POC to duplicate as necessary. Another deliverable is preparation of a draft Staff Summary Sheet (SSS) in coordination with the Technical POC (for KAFB staffing review) to ensure the book can be released to the public. The contractor shall also prepare a draft letter to SHPO with the book and HABS/HAER documentation to complete the MOA with the SHPO. Submittal Schedule and Requirements: The services required shall be accomplished within the project scope indicated above. No work shall be accomplished beyond this original scope of work unless specifically directed by the Contracting Officer. All narratives shall be accomplished utilizing Microsoft Word processing software. Delivery of completed work shall be accomplished such that the materials will be protected from handling damage. Each package shall contain a transmittal letter listing the materials being transmitted, dated and signed.
