Description
Draft SOO of the Poverty Reduction and Food Security - Livestock Development (PRFS-LD) Program The United States Government, represented by the United States Agency for International Development in Zimbabwe (USAID/Zimbabwe), intends to award a Cost-Plus Fixed-Fee (CPFF) completion-type Contract for the Poverty Reduction and Food Security-Livestock Development (PRFS-LD) program. Work will be performed in Zimbabwe. USAID/Zimbabwe's new PRFS-LD Program aims to: (1) reduce rural poverty and increase incomes and food security of targeted smallholder agricultural producers through increased agricultural production and productivity, and market linkages; (2) improve the hygiene and nutrition practices leading to improved nutritional status of beneficiary households; and (3) build the capacity of local organizations to implement agricultural development activities funded by USAID. The overall PRFS program targets assistance to four sub-sectors: high value crops, staple food crops, beef cattle, and dairy cattle. The contract contemplated by this anticipated solicitation will focus on beef and dairy cattle, and a capacity building component is included as well. A separate Request for Applications is anticipated for the high value crops and staple food crops components, which will be limited to local Zimbabwean organizations (more information is available on grants.gov ). The total estimated cost of the contract is not expected to exceed $11 million and the period of performance of this contract is five (5) years from the date of award. Innovative, creative technical approaches are sought. Therefore, the solicitation takes the form of a performance-based Statement of Objectives. Once the solicitation is issued, offerors are encouraged to submit proposals that include Performance Work Statements to best suit the program objectives and the offeror's experience and abilities. The attached Draft SOO is provided to offerors for more information. Comments are requested at this time; please provide comments (if any) to Leona Sasinkova at lsasinkova@usaid.gov by October 7, 2014 with the subject line "PRFS-LD Comments." The solicitation is anticipated to be released on or around October 15, 2014 and will be made available electronically upon its release to www.fbo.gov All responsible sources may submit a proposal, which will be considered by the Contracting Office of USAID/Zimbabwe. PLEASE NOTE: this is not a request for proposals. Do not submit a proposal at this time. The full RFP will be released at a later date. This notice does not constitute an obligation or endorsement by USAID to proceed with the solicitation or ultimately award a contract on the basis of this notice, or to pay for any cost incurred in the preparation and submission of comments on this Draft SOO. USAID may revise the SOO based on comments received, but it is not obligated to do so.
